As part of a working trip to the Far East, Deputy Prime Minister – Plenipotentiary of the President in the Far Eastern Federal District Yuri Trutnev in Neryungri got acquainted with the work of residents of the territory of advanced development “South Yakutia”, held a meeting on measures to prevent the spread of the new coronavirus infection and the impact of restrictive measures and the economic situation on social development and economy of the Republic of Sakha (Yakutia).

The head of state and the government took a number of measures to provide anti-crisis support to the regions, including state enterprises, small and medium-sized businesses, the population and healthcare, the Deputy Prime Minister recalled, opening the meeting. The Republic of Sakha (Yakutia) has allocated 18.13 billion rubles from the federal budget to implement these measures. Most of the planned activities have been implemented. Payments were made to doctors and families with children, loans were allocated to state-owned companies, subsidies were paid to SMEs.

Support to the regions of the Far Eastern Federal District to prevent the spread of the new coronavirus infection is provided by the development institutions of the Far East. This year, the Far East Development Fund, within the framework of the program to help the regions of the Far East in the fight against the new coronavirus infection, donated 70.2 thousand respirators, 28.7 thousand goggles, 50.7 thousand overalls, 16.2 thousand pairs to Yakutia gloves.

Additional measures to support the region were discussed. Yuri Trutnev instructed the Ministry of Health to consider the republic’s appeal to increase the subsidy to the regional budget for the purchase of aviation work in order to provide medical care. “We will work with the Ministry of Health of the Russian Federation. Additional decisions need to be made. Either deploy additional laboratories or provide fast transportation. It is necessary to ensure that test results are received in no more than three days. Yakutia needs help with medicines. In the fight against coronavirus, we must all work together, work collectively, ”the Deputy Prime Minister said.

He gave a number of instructions to the relevant federal executive bodies to provide the region with additional medical supplies and equipment, work out the issues of treating patients with coronavirus infection and take preventive measures to prevent the spread of infection.

The socio-economic situation in Yakutia was considered. In January – August 2020, the industrial production index in the region decreased by 11% compared to the same period last year. The volume of investments in fixed assets – by 39.2%. The volume of construction work decreased by 52.6%. The retail trade turnover index – by 10%. The registered unemployment rate at the end of July 2020 rose to 5.8%.

The Deputy Prime Minister instructed the Ministry of Finance to analyze the socio-economic situation in Yakutia and, together with the regional government, submit proposals for measures aimed at increasing the balance of the budget. “Yakutia has a number of lost incomes. This is also due to a decrease in the performance of a number of mining companies, including a large taxpayer in the region – ALROSA. Naturally, there are additional costs that the budget of the republic, like the budgets of all other subjects, incurs in connection with the prevention of the spread of coronavirus. According to the Minister for the Development of the Far East and the Arctic, Alexander Kozlov, in the current economic situation, it is necessary to support the Far Eastern regions. “The Republic of Yakutia is one of the centers of mining and processing of minerals in the country. Following this, social infrastructure begins to develop. The pace is set well, and we must not miss them. In the context of the spread of coronavirus infection, our attention to the problems of the republic should be intensified. People, their health and well-being are what matters, ”he said.

The Deputy Prime Minister recalled the responsibility of federal and regional authorities for achieving the set goals for the socio-economic development of the region, including the need to support the implementation of investment projects, thanks to which new jobs are formed and budgets of all levels receive additional income. “Together with the Government, the leadership of the republic, industrial enterprises, we must take measures that will help stabilize the situation and make sure that the difficulties that have arisen do not have a significant impact on the execution of the budget, do not threaten the life and health of people,” summed up the meeting Yuri Trutnev.

In the South Yakutia ASEZ, the Deputy Prime Minister visited the enterprises of the anchor resident – the Kolmar Coal Mining Company, which was repeatedly awarded the Star of the Far East Prize. The Deputy Prime Minister visited the Inaglinskaya-2 factory, one of the largest in Russia, the country’s largest mine, Inaglinskaya. The total investment in the creation of the complex will amount to more than 72 billion rubles, while 4045 jobs will be created. To date, more than 2.5 thousand jobs have already been created and 1.7 thousand people have actually been employed. Investments in the amount of 20 billion rubles were made. In September, the first stage of the Inaglinskaya mine and the Inaglinskaya-2 enrichment plant with a production capacity of 6 million tons per year was launched. The Inaglinskaya mine will become the largest mine in the Far East and in Russia. The project is being implemented in two phases with a gradual increase in production capacity to 12 million tons per year.

The construction of the Inaglinskaya-2 factory and the Inaglinskaya mine on the territory of priority development “South Yakutia” was carried out with the financial support of the Fund for the Development of the Far East and the Arctic. The fund’s investments (4 billion rubles) at the initial stage of the project gave an important impetus to the development of coal mining in South Yakutia and helped the project initiator to attract additional bank financing.

According to the head of the Republic of Sakha (Yakutia) Aisen Nikolaev, the Kolmar Management Company and the South Yakutia ASEZ have become the industrial drivers of the region. “The opening of the Inaglinskaya mine made Kolmar one of the best companies in the Russian coal industry. All this is the result of the implementation of the TOP institute, which has proven and is proving its effectiveness as a development tool in Yakutia. Thanks to the system of preferences of the territory of advanced development, we managed to reboot the entire industrial area of ​​Neryungri with access to modern environmentally friendly technologies and accelerated development of the social sphere. This is a living example of the fact that the implementation of new mechanisms to support enterprises in the Far East through the creation of ASEZ allowed for the further development of the Neryungri region, “he said.

Valery Tsivilev, General Director of Kolmar Group, reported on the prospects for the development of Kolmar Management Company LLC and the construction of the second stage of the mine and the Inaglinskaya-2 mine: the largest mine in Russia, an enrichment plant, a sea terminal in the port of Vanino. This is one of the most ambitious projects in the country’s coal industry – there have been no such projects since the Soviet Union. The development of seams is envisaged with the use of mechanized mining complexes and the KSO method. The commissioning of the second stage of the mine and the terminal, scheduled for 2022, will double their capacity, after which Kolmar expects to become the largest producer of coking concentrate for metallurgy in Russia. “

The Deputy Prime Minister got acquainted with the work of the repair and production base of the Kolmar Management Company and the FAMUR service center, held a meeting with the residents of the South Yakutia ASEZ – the management of the companies SGT-Vostok LLC, Nitro Siberia Yakutia LLC, IKo LLC “, LLC” KSK “- and discussed the progress of projects in the field of mining, logistics, construction.

As Yuri Trutnev noted, 15 residents of the South Yakutia ASEZ have already actually invested over 57.7 billion rubles and created 6.8 thousand jobs. After the implementation of all the announced projects, the volume of investments will amount to 111.6 billion rubles, and the number of jobs will increase to 8.4 thousand. “This is one of the most dynamically developing territories of advanced development. Thanks to investors who are implementing their projects in South Yakutia, new jobs appear, social infrastructure is improving, and the city of Neryungri is getting new development, ”the Deputy Prime Minister said.
