Faced with the deterioration of the health situation, the state of health emergency is declared as of October 16, 2020 at midnight throughout the country. A curfew is in place from 9 p.m. to 6 a.m. in the municipalities of Île-de-France and in the metropolitan areas of Grenoble, Lille, Lyon, Aix-Marseille, Saint-Étienne, Rouen, Montpellier and Toulouse. From Friday, October 23 at midnight, the curfew will affect 54 departments as a whole for a period of 6 weeks.

The state of health emergency enters into force throughout the national territory on Friday October 16, 2020 at midnight

This exceptional legal mechanism authorizes the government to take certain measures to prevent and limit the consequences of the pandemic on the health of the population.

The following measures now apply everywhere in France:

no more than 6 gatherings in public space;
ban on private gatherings (weddings, student parties, etc.);
reinforced health protocol in restaurants;
rule of occupation of one seat in two or in groups of 6 in the places where one is seated;
regulation of visitors in establishments open to the public (ERP): 4m² per person;
reinforcement of teleworking: 2 to 3 days minimum.

Travel between the zones of a simple health emergency and a health emergency with curfew is not prohibited or limited: a limitation to 100 km would be ineffective given that the virus circulates throughout the territory and would be penalizing for workers needing to travel.

It is therefore possible to reunite with loved ones during the All Saints holidays, but it is strongly recommended to limit family or friendly gatherings to a maximum of 6 people, and to maintain strict respect for barrier gestures, particularly in the presence of an elderly loved one. and in confined spaces.

An extended curfew from October 23 at midnight

Since Friday October 16, 2020 at midnight, a curfew between 9 p.m. and 6 a.m. has been in place for a period of 4 weeks in Île-de-France and in the metropolitan areas of Grenoble, Lille, Lyon, Aix Marseille, Saint-Étienne, Rouen, Montpellier and Toulouse.

From Friday October 23, 2020 at midnight, the curfew will affect all the territories of 54 departments (in addition to French Polynesia) for a period of 6 weeks:

Those already concerned since October 17: Bouches-du-Rhône, Haute-Garonne, Hérault, Isère, Loire, Nord, Rhône, Seine-Maritime, Paris, Seine-et-Marne , Yvelines, Essonne, Hauts-de-Seine, Seine-Seint-Denis, Val-de-Marne and Val-d’Oise.
38 new departments: Ain, Alpes-Maritimes, Ardèche, Ardennes, Ariège, Aube, Aveyron, Bas-Rhin, Calvados, Corse-du-Sud, Côte- d’Or, Drôme, Gard, Haute-Corse, Haute-Loire, Haute-Savoie, Haute-Vienne, Hautes-Alpes, Hautes-Pyrénées, Ille-et-Vilaine, Indre-et-Loire, Jura, Loiret, Lozère, Maine-et-Loire, Marne, Meurthe-et-Moselle, Oise, Pas-de-Calais, Puy-de-Dôme, the Pyrénées-Atlantiques, the Pyrénées-Orientales, the Saône-et-Loire, Savoy, Tarn, Tarn-et-Garonne, Var and Vaucluse.

It is then necessary to bringa travel certificate or proof of business travel .

Failure to comply with the curfew is punishable by a fine of € 135.
