On October 20, the first meeting of the Council for Strategic Development and Implementation of National Projects under the Government of Moscow took place. It includes representatives of federal authorities, the Moscow Government, major business associations and public organizations of Russia.
According to the Deputy Mayor of Moscow for Economic Policy and Property and Land Relations Vladimir Efimov, the capital during the COVID-19 pandemic was forced to accept tough restrictions, including for business. However, this period provided an effective experience of interaction between entrepreneurship and the city, where national projects play an important role.
“One of the possible drivers of economic growth is national projects, for the implementation of which the country accumulates a significant budget. National projects should become a locomotive of economic recovery, including restarting the industries most affected by the pandemic. One of the main goals of the Strategic Council, we see interaction with the federal government and business in adjusting regional projects, including in order to help enterprises compensate for the losses that we may still have ahead of us, ”said Vladimir Efimov.
The vice-mayor stressed that the capital allocated about 90 billion rubles as a measure to support business. Help was received by 45.4 thousand organizations, which employ 768 thousand people.
Investments have become another driver of both regional and federal economies. As Vladimir Efimov noted, despite all budgetary restrictions, all priority investment areas in terms of infrastructure projects were kept at the same level. At the same time, investments in fixed assets in Moscow in the first six months of 2020 increased by 8.2 percent compared to the same period last year. Moscow is also ready to share analytics with the regions on the relevance and effectiveness of the measures taken.
Russian Minister of Economic Development Maxim Reshetnikov noted that the country passed the period of restrictions better than predicted. Each region could make decisions autonomously. As a result, unique schemes for supporting the economy in crisis conditions were formed.
“It is now important for the government to accumulate the best regional practices in order to adapt them to the needs of specific subjects of the Federation,” the Minister said.
Comprehensive support measures provided to entrepreneurs in the capital have been recognized as one of the best among those adopted in the world’s megacities. They helped to prevent a significant decline in the economy and employment. In general, the total turnover of Moscow companies is higher than in the same period last year. The exception is the entertainment and tourism industries, which have not yet returned to pre-crisis turnover.
According to the president of the all-Russian public organization of small and medium-sized businesses “Support of Russia” Alexander Kalinin, support in the tax, land-property and financial spheres has become the most urgent.
In addition, Vladimir Efimov added that further measures will be formed that the city will be able to offer to support business.
“We will promptly consider and make those decisions that are within our authority and on which the comfortable work of entrepreneurs depends. We are also ready to turn to the federal government in terms of support measures for business, if we suddenly go beyond regional powers, with a request to support us, because we understand that this is primarily the welfare of Moscow residents and the development of entrepreneurship, ”he stressed …
