In Moscow, Sergei Sobyanin assigned the status of an industrial complex to two manufacturing enterprises. Now there are 58 such enterprises in the capital.

According to Vladimir Efimov, the assignment of the status of an industrial complex to these enterprises became possible due to the fact that the indicators of their production activity over the past five years meet the established requirements.
“Thus, the number of employees of the Center for Automation and Instrumentation named after Academician N.A. Pilyugin exceeds 4.7 thousand people, and the average salary is about 90 thousand rubles a month. In 2019 alone, the amount of taxes and rents transferred by the enterprise to the Moscow budget amounted to 890.4 million rubles, “the deputy mayor explained.
For industrial complexes, along with other preferences, there is a reduced rate of the regional part of the profit tax – 12.5 percent instead of the established 17.
Head of the capital Department of Investment and Industrial Policy Alexander Prokhorov added that obtaining the status of an industrial complex gives enterprises access to a number of benefits. In addition to lowering income tax, it implies a reduction in rent and taxes on land and property.
“Thanks to the support of the city for five years, the total savings on taxes of all industrial complexes in the capital reached 4.4 billion rubles,” he said.

Scientific and Production Center for Automation and Instrumentation named after Academician N.A. Pilyugina covers an area of 22.6 hectares and consists of 24 capital construction projects with a total area of 198.3 thousand square meters. The company was founded in 1963. Then, under the leadership of the scientist and designer Nikolai Pilyugin, inertial control systems for launch vehicles and spacecraft were created there. One of the main achievements of its specialists was the development of a control system for the “Buran” orbiter of the reusable space system “Energia” – “Buran”. In 1997, the enterprise was transformed into a research and production center, which was named after N.A. Pilyugin. Six years later, the team received a gratitude from the President of the Russian Federation for a great contribution to the creation of control systems for rocket and space complexes.
The production of the Moscow Machine-Building Plant “Vperyod” occupies a land plot of 8.5 hectares. There are 26 capital construction projects with a total area of 51.3 thousand square meters. In 2021, the company will celebrate its 90th anniversary. The plant’s specialists solve the problems of mastering and introducing new technologies in production, in enterprise management and product quality control. The plant is successfully mastering the industrial production of new product samples using the most modern technologies intended for use in new Russian helicopters.
