All work will be done by automated systems. Human participation is required only when registering an application and issuing documents.
The first robotic archive in Russia will appear in the Troitsky and Novomoskovsky administrative areas. This was reported by Anastasia Rakova, Deputy Mayor of Moscow for Social Development. The state-of-the-art technological archive cluster in the Voronovskoye settlement will start working next year.
“At present, only in the Moscow Glavarchive, archival documents are stored in more than 40 buildings and premises adapted for this. Also, archival materials occupy more than 90 thousand square meters in health care institutions, social protection and educational organizations. Today, the work of city storages is built on the principle of classical rack storage and manual search, processing, transportation and issuance of archival files. The new archival cluster will ensure the maximum safety of documents that confirm work experience, education, awards, kinship, property rights of Muscovites, “said the vice mayor.
The new Moscow archive will be the first robotic state archive in Russia. The intellectual system in it will be based on modern information technologies. A robotic line for searching, loading and unloading documents will be established here. Human participation will be required only at the stage of receiving the application and issuing the archive file. The entire process of processing documents, transporting and delivering folders with papers will be implemented by smart mechanisms.
“The project is being implemented on an area of 10 hectares. By the end of 2021, it is planned to build a giant storage facility, which will contain about 100 million storage units. The building area will be 59.6 thousand square meters. A building with an area of 11 thousand square meters will also be built for the archive management center with special areas for receiving the population. During the day, it will be possible to process about 2.4 thousand applications of citizens and organizations, or 300 requests per hour. Thus, the work of the employees of the archival department will move to a fundamentally new digital level, “said the Deputy Mayor of Moscow in the Moscow Government for Economic Policy and Property and Land Relations. Vladimir Efimov.
Spiral, box and pallet conveyors, a robot arm, a crane with telescopic forks and a modern transport system will work instead of people.
A special environment with a reduced oxygen content will be created in the storage building in order to preserve archival documents for longer. Video surveillance and access control accounting will ensure privacy. An integrated security system protects personal data stored in the archive.
“The creation of such an archival cluster will not only simplify the work with archival data, but will also make it possible to free medical, educational and other social institutions in Moscow from non-core functions of storing archival documents and in the future to use these vacated areas for the main activities of institutions,” Anastasia Rakova summed up.
Today, the bulk of the documents goes to the Glavarchiv. Only from January to September 2020 it accepted 40 million securities from institutions, enterprises, public organizations and individuals. Unique and especially valuable books, letters, newspapers, plans, drawings are photographed, positives are sent to a user fund, and negatives are sent to a closed storage.
