The new road maintenance model has increased the volume of road repairs by about 70 percent.
The capital’s road services are ready for winter. Sergei Sobyanin visited one of the transport and unloading hubs of the capital – “Biryulyovo Zapadnoye” – on the eve of the Day of Road Workers. The holiday is traditionally celebrated on the third Sunday in October.
“Today, a whole network of city organizations has been created, which are equipped with all the necessary equipment, machinery, production bases, which can reliably operate a large part of the city, even in the most difficult conditions. The most difficult period of operation is ahead – this is the winter one, which sometimes seriously tests the strength of city services, ”said the Moscow Mayor.
The head of the State Budgetary Institution “Automobile Roads” Alexander Oreshkin said that the city is completely ready for winter. On the balance sheet of the State Budgetary Institution “Automobile Roads” there are about seven thousand units of equipment, and five and a half of them take part in both summer and winter cleaning.
“This is an all-season technique, only attachments are changed,” he explained. – Any re-equipment takes about an hour and a half. That is, in any case, we are not dependent on the weather, within an hour and a half we will re-equip the equipment, and it goes online depending on what the weather is at the moment ”.
Today the capital’s road facilities are the largest in Russia. The roads occupy over 119 million square meters of urban area, and their total length is 6.2 thousand kilometers. More than 3.5 million motorists use Moscow roads every day, and about 700 thousand cars can move around the city at a time.
“There are six and a half thousand kilometers of roads in Moscow, which is about the same as from Moscow to Chita. And every day about 12 million people, millions of cars, move along them in one way or another. It is necessary to maintain this gigantic road infrastructure in good condition around the clock: wash, clean, repair, fight ice, remove snow. And today Moscow, in terms of cleanliness, in terms of operation, is in the list number one among European cities, ”Sergei Sobyanin noted.
Since 2011, the Moscow Government has begun a phased transition to a new model of road maintenance.
According to it, most of the cleaning work in the capital is carried out by urban organizations without the involvement of commercial contractors. Today, the State Budgetary Institution “Automobile Roads” is responsible for the maintenance of most city highways; similar organizations have been created in all administrative districts.
Compared to the 2000s, the volume of road repairs has increased by 70 percent and is about 17 million square meters annually. Also, about three million square meters of markings are applied to the city’s roads every year. At the same time, clear road repairs have been established – from three to seven years, depending on the traffic intensity and taking into account the actual condition of the road surface.
The Mayor of Moscow said that in the past, especially during perestroika times, they tried to transfer the operation of the capital’s road facilities to commercial organizations. The experiments were unsuccessful. “We had to rebuild everything anew, create powerful city organizations that will be involved in the operation of roads, from trunk roads to driveways and paths in micro-districts and courtyards,” said Sergei Sobyanin.
The quality of road repairs is monitored by the Association of Administrative and Technical Inspections (OATI), departmental control by the state customer is provided by GKU “Expertavtodor”, and laboratories of the State Budgetary Institution “Automobile Roads” are also involved in the multi-level control system. Detected local damage on the roads is eliminated within 24 hours. The movement and fuel consumption of the equipment used is controlled using the GLONASS system.
In addition, a technical re-equipment of the road service was carried out. Today city organizations are equipped with modern multifunctional road equipment. To carry out the work, 18.3 thousand units of road cleaning and municipal equipment are used, as well as 6.9 thousand units of other related equipment, about 30 thousand units of small mechanization means, equipment and inventory.
When repairing roads in the capital, asphalt concrete mixtures are used, produced at 25 asphalt concrete plants, including 10 plants of the State Budgetary Institution “Automobile Roads”.
Convenient location and cost savings: the advantages of a new transport and unloading hub
The transport and unloading hub (TRU) “Biryulyovo Zapadnoye”, located on Podolskikh Kursantov street (house 15), was opened in May 2018. Today it is one of the largest production facilities in the capital’s road infrastructure.
Placing the TRU in the immediate vicinity of five asphalt concrete plants has significantly reduced the time and resources spent on the delivery of raw materials. Previously, the delivery of nonmetallic materials was carried out from transport and unloading hubs located in other parts of the city at a considerable distance from production.
For two years on the site of TRU “Biryulyovo Zapadnoye” about eight thousand wagons, or about 500 thousand tons, of gabbro-diabase fraction of 10-20 millimeters (rock used in the upper layer of the roadway) were unloaded. The convoy No. 4 of the State Budgetary Institution “Automobile Roads”, consisting of 240 dump trucks, is based on the territory adjacent to the TRU. The work of the transport and unloading unit is provided by 532 specialists, including the drivers of the convoy.
The largest organization of the road infrastructure in Moscow
April 13 is considered to be the birthday of the State Budgetary Institution “Automobile Roads”. On this day in 1932, the city cleaning trust was created, from which the centralized cleaning of Moscow began with the help of special equipment. In 2020, the institution celebrated its 88th anniversary.
If at the end of the 2000s about 500 people worked in it and their sphere of responsibility was limited to only a few dozen highways, now on the balance sheet of the GBU there are more than 35 percent of all metropolitan roads – 572 road facilities with a total area of 42 million square meters. Among them are the Garden Ring, Tverskaya Street, the Third Transport Ring, Leningradsky Prospekt, Prospekt Mira, Kievskoe Highway, Moscow Ring Road, as well as part of the territory of the TyNAO.
The fleet of equipment of the State Budgetary Institution “Automobile Roads” includes about seven thousand road cleaning machines, 90 percent of which are of domestic production.
Since 2016, GBU employees have been taking care of urban green spaces along the outbound and ring highways. They are in charge of 184 landscaping objects, including 18 million square meters of lawns and about 94.5 thousand square meters of flower beds. In 2020, 7.6 million flowers were planted in these areas. In October, 1.9 million tulip bulbs are planned to be planted, which will bloom and decorate the city for the May holidays of 2021.
Also in the sphere of responsibility of “Roads” is the care of 170 thousand trees growing on the streets of the city.
Today, the State Budgetary Institution “Automobile Roads” employs almost 30 thousand people. 40 percent of them are Muscovites, and 60 percent are visitors from other regions of the country (Bryansk, Kaluga, Moscow, Ryazan, Smolensk, Tambov, Tula, Yaroslavl regions). Over the decades of work at the enterprise, labor dynasties have developed – Voropaevs, Ermakovs – Akchurins, Kuleshovs.
State Budgetary Institution “Automobile Roads” cooperates with 25 colleges and 16 universities throughout Russia, providing jobs for students to undergo industrial and pre-diploma practice. Among the most popular professions are driver, road worker, road section foreman, dispatcher, asphalt concrete worker, concrete worker, machine operator, stone cutter, car repair mechanic, laboratory engineer, surveyor, measurer. In 2019, 560 students underwent practical training at the enterprise, 21 of them were subsequently hired.
Disinfection of public spaces during a pandemic
In the spring – at the beginning of summer 2020, the State Budgetary Institution “Automobile Roads” and other organizations of the Moscow City Economy Complex carried out a huge amount of work to disinfect the city.
The roadway and sidewalks, courtyards, facades and entrances of houses, places of accumulation of household waste, as well as garbage trucks were regularly processed. The disinfection of medical institutions, as well as the entrances in which citizens lived, who were diagnosed with coronavirus infection, were constantly disinfected.
In connection with the deterioration of the sanitary and epidemiological situation, work on the disinfection of public spaces will resume in October. Subject to processing:
– facades of buildings of medical institutions, ambulance substations, residential and public buildings, ground transport stops and other transport facilities, public toilets, drinking water treatment and wastewater treatment plants, waste management facilities;
– elements of landscaping and infrastructure: benches, handrails, trash cans in crowded places, overhead and underground passages, small architectural forms, including at playgrounds and sports grounds;
– territories in crowded places near bus stations, railway stations, airports, metro stations, public transport stops.
Moscow is ready for the winter season
Due to the pandemic, preparations for the heating season began two months later than usual. Hydraulic tests and preventive maintenance of water and heat supply systems with temporary shutdown of hot water started in July. Due to the tight deadlines, the number of repair teams was increased, and the work itself was carried out around the clock. As a result, preparations for the winter were completed in the traditional Moscow terms – by September 1.
Over 73 thousand city buildings have been prepared for the new heating season, including 33.9 thousand apartment buildings, 8.7 thousand social and 30.5 thousand other objects. The heating season runs as usual.
In addition, 13 thermal power plants, 41 quarter and 47 district thermal stations and 99 small boiler houses, more than 16 thousand kilometers of heating networks, 116 thousand kilometers of electrical networks, about 7.5 thousand kilometers of gas networks, 13.1 thousand kilometers of water supply and nine thousand kilometers of sewerage networks.
During the work, the reconstruction or current repair of 136 kilometers of heating networks, 1127 transformer substations, 77 kilometers of cable lines and 2640 kilometers of gas pipelines were carried out.
More than 5.5 thousand units of road cleaning equipment, 6.9 thousand other related equipment and more than 30 thousand units of small-scale mechanization equipment have been prepared for the maintenance of the road facilities in proper condition in the winter. The entire vehicle fleet has been tested and is fully operational.
Snow disposal in winter will be carried out at 56 stationary snow-rafting stations. The CAD will use 38 mobile units. These capacities (635 thousand cubic meters of snow per day) are enough to ensure the reception and disposal of snow masses from all areas of the city.
Fuel reserves have been created: 378 thousand tons of coal, 357 thousand tons of fuel oil and 25.3 thousand tons of diesel fuel. This volume will be enough to ensure the autonomous operation of Moscow heat generating facilities in winter conditions for seven days.
To ensure uninterrupted resource supply, as well as prompt response to failures in the operation of technological equipment in this heating season, 1,429 emergency teams, 1,449 units of specialized equipment, 1,816 emergency power supply sources (diesel generators), three emergency heat supply sources have been formed and ready for operation.
The capacity reserve of the heat supply system is 45 percent, electricity supply – 19 percent, gas supply – 27 percent, water supply – 56 percent.
All this makes it possible to stably and uninterruptedly supply consumers with energy resources (in particular, heat when the outside temperature drops to minus 30-40 degrees), as well as to meet the needs of promising city programs and infrastructure projects.
