Municipalities that want to access the resources of the Aldir Blanc Law have until Friday (16.10) to register their action plans within the Platform + Brazil. The Ministry of Tourism has already transferred more than R $ 2.6 billion to support the culture of states and municipalities. After validating the plan and the money in the account, the municipalities have up to 60 days and the states 120 days to indicate how these resources will be used. To date, 25 states and 905 Brazilian municipalities have received the appeal from the Federal Government. The amount sent to the states is R $ 1.5 billion, and the funds sent to the municipalities register more than R $ 1 billion. Law 14.017 / 2020, better known as the Aldir Blanc Law, enacted on June 29, provides for the transfer of R $ 3 billion, half of which goes to the states and the Federal District, and the other half to the municipalities and the Federal District. for each state, in addition to the DF, it was defined by an equation that considered: 20% of the apportionment criteria of the State Participation Fund and the Federal District (FPE) and 80% in relation to the proportion of the population. The value for the municipalities, in turn, took the equation into account: 20% of the apportionment criteria of the Municipality and Federal District Participation Fund (FPM) and 80% in relation to the proportion of the population, according to the TCU decision criteria. This resource can be used to pay emergency monthly income to cultural workers – R $ 600 for a period of three months -, monthly subsidy for the maintenance of artistic and cultural spaces – between R $ 3 thousand and R $ 10 thousand – and promotion initiatives cultural, such as: public notices, public calls, prizes, acquisition of goods and services linked to the cultural sector and other instruments for the maintenance of agents, spaces, initiatives, courses, productions, among others. For the promotion actions, a minimum percentage of 20% was defined, equivalent to R $ 600 million. The amounts will be transferred from the National Culture Fund, administered by the Ministry of Tourism, preferably to the state, municipal and district culture funds.
