In addition to a well-developed and efficient gigabit infrastructure, we need clear framework conditions for this. So today we will be exchanging views on two areas for which the European Commission has announced legislative proposals. This applies to the framework conditions for data use and artificial intelligence. And we will discuss the design of a single market for digital services. ”During today’s meeting, the ministers will exchange ideas on how the conditions for data use and data innovations are effectively improved in the European Union and how European data protection standards transcend the borders of the single market can also be enforced. In addition, it will be discussed which basic principles a European framework for artificial intelligence should follow in order to gain excellence and trust in the technology. The second focus of the meeting concerns the internal market for digital services. Digital services are, for example, offers from online marketplaces or social networks. The ministers will discuss what a modern European legal framework for digital services and how the regulation of large online platforms could look like. This applies in particular to platforms that control access to a large number of offers on the Internet (so-called gatekeeper platforms). The aim is to strengthen the innovation potential and innovative strength of online platform ecosystems in the internal market of the European Union. This discussion is also to take place against the background of a future legislative package on digital services at European level. In its communication “Shaping Europe’s digital future” from February 2020, the European Commission announced that a proposal would be presented, which is expected for the beginning of December A joint declaration on cooperation to create a European Cloud Federation is also to be adopted at the meeting. In it, the EU member states declare that they will promote the development of a European data ecosystem and a European data infrastructure. The European Cloud Federation aims to create synergies between existing data and cloud initiatives through European networking. The GAIA-X project, which aims to set up the next generation of data infrastructure for Europe, will make an important contribution.
