As part of an ongoing visit to the Far East, on October 15, the Prosecutor General of the Russian Federation visited Yuzhno-Sakhalinsk for the first time in 20 years, where he held a personal reception of citizens and entrepreneurs, and met with the staff of the Sakhalin Oblast prosecutor’s office.


In total, 14 citizens applied to the head of the supervisory department. Some of them complained about violations in the course of investigations of crimes, first of all, about the long duration of the investigation and the quality of pre-investigation checks.

A large number of applications were related to the protection of housing rights of citizens, in particular, resettlement from hazardous housing, housing, housing overhaul. They touched upon such issues of social support of the population as providing children and adults with technical means of rehabilitation, vital drugs, providing large families with plots for individual housing construction. The topics of land allocation under the Far Eastern Hectare program, the availability of school and preschool education, and the collection of alimony were raised.

In all cases of violations of citizens’ rights, the Prosecutor General of Russia instructed to immediately take effective response measures. Igor Krasnov took the results of the appointed inspections under personal control or instructed them to control the central apparatus of the General Prosecutor’s Office. At the direction of the Prosecutor General of Russia, large-scale verification measures will be carried out on Sakhalin, during which they will receive a principled assessment of the actions of regional officials.

Igor Krasnov emphasized that the situation when, with the connivance of local authorities, socially unprotected citizens for a long time cannot receive vital medicines, technical means of rehabilitation and other benefits is unacceptable.


During the meeting with the business community of the region, there were sharp appeals from entrepreneurs about administrative barriers to business, evasion of municipal customers from payment for services rendered under a contract, illegal inspections, and illegal refusal to provide a land plot. Also, proposals were made to improve control over the circulation of aquatic biological resources and mechanisms for attracting investments.

The Prosecutor General of Russia instructed subordinates to immediately understand each problem and its causes, to assess the legality of the actions of officials.

Igor Krasnov noted that the Sakhalin Region is the extreme border of our country, where the creation of favorable conditions for business is the most important element of economic development. He stressed that he is in favor of extending the moratorium on scheduled inspections, which has already relieved hundreds of thousands of enterprises from excessive control. This will have a positive effect on the economic situation of entrepreneurs, the Prosecutor General of Russia believes.


Igor Krasnov also talked with the staff of the regional prosecutor’s office, directing his subordinates to more active work in socially significant areas of supervision, issues of implementing priority national projects, spending budget funds. He drew special attention of the workers to the problem of spontaneous dumps in the region, issues of environmental protection and nature management, depreciation of housing and resettlement of emergency houses.

The Prosecutor General of Russia stressed that the personal reception of citizens and entrepreneurs revealed a number of problems in key issues of prosecutorial supervision of the region. It turned out that people did not always receive proper assistance, despite the instructions that were previously given by the leadership of the supervisory authority. In this regard, he warned his subordinates that from now on, fundamental personnel decisions will follow for the lack of attention to citizens and the lack of proper prosecutor’s supervision.


In addition, during a working visit, the Prosecutor General of Russia, as part of the celebration of the 75th anniversary of Victory in the Great Patriotic War, laid a wreath at the memorial complex “Glory Square”.
