Igor Krasnov arrived on a working visit to the Far East.
On October 14, for the first time in 20 years, the Prosecutor General of the Russian Federation visited Petropavlovsk-Kamchatsky, where he held receptions for citizens and entrepreneurs, and met with the staff of the prosecutor’s office of the Kamchatka Territory.
In total, 13 citizens arrived at the reception to the head of the supervisory department. Some of them – residents of the most remote and inaccessible settlements – appealed to the Prosecutor General via videoligature.
Most of the applications were related to the protection of housing rights. In particular, resettlement from hazardous housing, provision of housing under a social tenancy agreement, improper maintenance of apartment buildings and the adjacent territory, shared housing construction. The issues of social support of the population were also touched upon, including the procedure for receiving social benefits, reimbursement of travel expenses to the place of study and back. The topics of providing the residents of the region with medicines and maintenance of roads were raised. A number of applicants pointed to the problems of the quality of the investigation of criminal cases, first of all – to the unreasonably long periods of investigations.
In all cases of violations of the rights of citizens, the Prosecutor General of Russia instructed to immediately take response measures. The results of the scheduled inspections were put under control in the central office of the General Prosecutor’s Office. At the same time, a principled assessment will be given to the work of the prosecutor’s office in the region.
Igor Krasnov reminded his subordinates that in each case they are obliged to seek real restoration of citizens’ rights.
At a meeting with the business community of the region, the Prosecutor General of Russia emphasized that the achievement of the tasks for the development of the Far East set by the country’s leadership, the realization of its economic potential, and the creation of favorable conditions for business and investment largely depends on the quality of the work of the prosecution authorities.
Igor Krasnov noted that, on his behalf, in the context of the spread of coronavirus infection, supervision has been strengthened over the observance of the rights of small and medium-sized businesses to receive financial assistance and tax incentives, rent deferrals, special credit resources and other guaranteed preferences. A key factor in reducing pressure on businesses amid the pandemic was the moratorium on inspections. In the country as a whole, their number decreased by more than 200 thousand, becoming the minimum in 11 years.
Local entrepreneurs complained about unjustified refusals to issue permits for excavation work, violations of the procedure for approving a land survey project, non-payment of obligations under fulfilled public contracts, failure to provide rental benefits, etc.
The Russian Prosecutor General assured the representatives of the business community that the prosecutors will do everything possible to solve the problems identified in the region.
Igor Krasnov also talked with the staff of the Kamchatka Territory Prosecutor’s Office to discuss the tasks on which they should focus their attention.
“Of great importance for the ecosystem of the region is the fulfillment of the tasks set by the President of the country for the development and decriminalization of the forest industry,” he said.
Igor Krasnov demanded that his subordinates deal with real violations, first of all, within the framework of overseeing the spending of funds allocated for the implementation of national projects.
In addition, the Prosecutor General of Russia urged the staff of the prosecutor’s office of the Kamchatka Territory to pay maximum attention to all issues of the social block, the observance of the rights of children, large families, labor rights, support of conscientious business, pointing out the shortcomings in work that emerged during the personal reception of citizens and entrepreneurs.
At the same time, the Prosecutor General of Russia, as part of the celebration of the 75th anniversary of Victory in the Great Patriotic War, laid a wreath at the Victory Park Memorial Complex, opened in 1995 in Petropavlovsk-Kamchatsky to perpetuate the memory of the city residents who died during the Great Patriotic War.
