Deputy Chairman of the Security Council of the Russian Federation D.A. Medvedev chaired the Interdepartmental Commission of the Security Council of the Russian Federation on issues of ensuring the national interests of the Russian Federation in the Arctic.

“Today we are holding the first meeting of the Interdepartmental Commission of the Security Council for the Arctic, which was created by decree of the President of the Russian Federation. Unfortunately, we are conducting it online, although I am absolutely sure that after a while we will be able to hold a meeting of our commission directly in the Arctic. This region is of particular strategic importance to us. The state is solving the most important tasks here – ensuring its economic interests and national security. Our commission should give this work a new impetus. Especially considering that Russia is actively expanding its presence in the Arctic region – it implements large energy projects, creates modern infrastructure and places for comfortable living of people. At the same time, we proceed from the task set by the President of Russia – to preserve the Arctic as a territory of peace, a stable and mutually beneficial partnership. However, some NATO member states, including the United States, are trying to persistently restrict Russia’s activities in the Arctic. The methods are very different – from the build-up of military activity near our borders to the sanctions pressure. All this, of course, creates direct threats to our national security, ”Dmitry Medvedev said.

The Deputy Chairman of the Security Council noted that Russia, despite the constant attempts of individual states to destabilize the situation in the Arctic, will consistently defend its positions in the region. For this, it is necessary to use various international formats that have proven themselves well. One of the most significant such sites is the Arctic Council, where the Russian Federation will preside in 2021 – 2023.

“Under the auspices of this organization, important projects are being implemented in the field of climate change, ecology, economics, healthcare and other spheres. I would like to note, in particular, the initiative of our country to create an International Arctic Station on a carbon-free basis on the territory of the Yamalo-Nenets Autonomous Okrug. And also – the Russian project “Biosafety in the Arctic”, a partner of which was Finland. It aims to combat the spread of dangerous infections in the Arctic, including COVID-19.

Russia should approach its forthcoming work in the organization as seriously as possible. I ask the Government to create an Organizing Committee in the near future to prepare and ensure Russia’s chairmanship in the Arctic Council, this must be done by November.

In addition, the Russian Ministry of Foreign Affairs, the Ministry for the Development of the Russian Far East, together with interested authorities, are currently developing a roadmap for the main areas of the Council’s activities. The draft road map must be finalized no later than the beginning of February next year and submitted to the Government, ”Dmitry Medvedev stressed.
