Saving resources, which will also reduce the amount in a payment, is not a dream, but the near future of many Moscow residents. What is weather regulation?
In an apartment building built in 2004 near the Lyublino metro station, last year the energy service company Energosberezhenie LLC installed an automatic control unit for weather regulation. The equipment is located in the basement and looks like a plexus of silvery pipes cut into the existing utility system. The device helps to regulate the temperature of the batteries in the apartments – depending on the weather conditions.
“At the beginning and at the end of the heating season, the air temperature often changes from plus to minus and vice versa. But with centralized heat supply, the heating system is inertial, and the resource supplying organization is forced to supply the coolant during the day according to the approved schedule, based on the possible minimum air temperature. With a sharp warming during the day, the effect of overheating occurs (the actual temperature of the supplied coolant is higher than the parameters of the temperature graph). In this case, the temperature in the apartment can reach 28 degrees or more, residents are forced to open the windows. The installed equipment helps to prevent this and reduce the temperature in apartments to 22-24 degrees (this is the comfort temperature). At the same time, up to 30 percent of heat is saved, “explains Vasily Bogdanov, head of the energy service development department of GKU Energetika.
The system works as follows. The temperature sensor is located outside the house. It is usually installed on the north side of the building, in the shade. As soon as it detects that the air outside has warmed up to a certain level, it transmits a signal to the equipment in the basement. After that, the shut-off and control valve stops the supply of coolant to the house. That is, the water will circulate through pipes inside the building in a circle until its temperature drops to a certain level. This indicator will be recorded by another sensor, and then the pump will turn on again and the coolant from the network will be supplied to the building. All this helps to avoid a problem familiar to many: when, during a thaw or Indian summer, you have to open the windows wide open, because the apartment is stuffy due to hot batteries. This is not only inconvenient, but also extremely uneconomical.
The system works in automatic mode, but under the control of the dispatcher. Experts set up the equipment at the beginning of the heating season and come upon request if there are complaints from the management company or residents. In the event of any malfunction, the system will automatically transmit a signal to the dispatcher and he will send the repair team to the site.
Installation of energy-saving equipment takes only a few hours and does not cause any inconvenience to residents. There is no threat of failure either: the building will continue to be heated according to the old scheme, and the repair team will restore the equipment to work in the shortest possible time.
You can save not only on heating. Another area in demand is the modernization of lighting in the entrances. Many homes have incandescent or fluorescent lamps with a power of 12 to 100 watts. The energy service company (investor) enters into an agreement with the management organization and at its own expense installs LED lamps that consume 5-10 W, but the quality of lighting is much higher. Such replacement of lamps allows you to reduce fees, and the management organization can use the saved money to repair and maintain the house.
What is energy service
Energoservice is a set of measures to carry out energy-saving measures in buildings or facilities. The purpose of these works is to reduce customer costs for energy resources while maintaining conditions when it is comfortable to be in the building. For Russia, this area is quite new for both consumers and service providers.
Private companies are engaged in energy service in the capital. State Treasury Institution “Energetika”run by the city Department of Housing and Communal Services,provides development and control in this area, promotes the introduction of energy-saving technologies in Moscow. The institution helps to establish cooperation of private energy service companies with prefectures, management companies and directly the townspeople. Recently, GKU Energetika received the status of a regional center for energy conservation in the city of Moscow. This gives the institution the opportunity to form a regulatory framework, prepare changes to the capital’s legislation on energy conservation, promote energy efficiency, create standard forms of energy service contracts, monitor the implementation of these contracts, and advise citizens.
As a rule, cooperation now goes through the prefectures. Regional authorities, with the support and together with GKU Energetika and managing organizations, hold meetings of Muscovites with representatives of energy service companies. But the reverse process is also possible. Proactive tenants themselves apply to GKU Energetika with a request to find an investor for them and conclude an energy service agreement.
What is the benefit of residents
To install energy-saving equipment in a house, a contract must be signed by at least two-thirds of homeowners. In case of a positive decision, the management company signs an agreement with the investor, in which GKU Energetika acts as a third party.
“From 2013 to 2020, 988 apartment buildings have concluded energy service contracts for the modernization of lighting, and 1,573 houses for the installation of energy-efficient heating equipment,” says Vladimir Titov, director of GKU Energetika. – Due to the installation of energy-saving equipment in these houses, energy resources have already been saved by one billion 800 million rubles.
The energy service company (investor) necessarily develops the project and coordinates it with the resource supplying company – MOEK. After that, the investor purchases, installs and maintains equipment in the house at his own expense. Within a certain time agreed with the residents at the meeting (usually six years), the company pays for its investment. At the same time, heating fees are reduced for residents of the house, depending on the area of the apartment.
GKU “Energetika” controls the process of achieving savings, checking the relevant acts. If in some months savings are not achieved, the investor does not receive profit.
After the end of the contract, the equipment becomes the property of the residents of the house. All savings, with the exception of maintenance fees – 10–20 percent – remain with the tenants. The service life of energy-saving equipment is at least 15 years.
On the modernization of lighting in the entrances, you can save at least 50 percent of the usual cost.
Prospects for 10 years
A pilot project has been implemented in the Southern Administrative District: since 2018, more than 450 energy service contracts for thermal energy have been concluded here. The program operates in all districts. In TyNAO, due to the large number of private houses and Zelenograd, due to the technical features of the heat supply system, energy service is developing less dynamically.
Energy-saving equipment can be installed both in multi-entrance buildings and in small houses, the building construction time is also not important. It can be a house of both the 1960s and 2000s, which has elevator units – an important element of the heating system that allows you to reduce the temperature of the heat carrier coming from the CHP plant to the optimal level. The project is not relevant for new buildings and buildings constructed under the renovation program, in which energy-efficient equipment is already being installed.
“There are about 34 thousand apartment buildings in Moscow. So far, energy service contracts cover just over eight percent of them. Of course, for technical reasons, not every home can be equipped with energy efficient equipment. I believe that energy saving measures can be implemented in about 20-25 percent of houses, ”says Vladimir Titov.
To promote energy saving ideas, a section will appear on the Energetika GKU website or on a separate portal in which each resident of the house who has entered into an energy service contract will be able to see a copy of this contract, acts of achieving savings and other documents telling about the dynamics of achieving savings.
“We want to make the system open, understandable, so that all residents can see all the data online. I think that by 2025 the program for energy services in apartment buildings can be completed if we manage to implement all the plans. We also have over 11 thousand public sector buildings. According to preliminary estimates, about half of them can switch to energy-saving technologies. This can be done by 2030, ”concludes Vladimir Titov.
