Strengthening ties between the border territories of Russia and neighboring countries, promoting economic and humanitarian contacts, developing infrastructural potential – such goals are set forth in the Concept of Cross-Border Cooperation, approved by Prime Minister Mikhail Mishustin.

The document replaced the previous concept adopted in 2001. It is drawn up taking into account the priorities outlined in the Strategy for Spatial Development until 2025, and is based on a modern vision of interstate relations.

Among the main areas of work are cross-border trade, joint implementation of investment projects, creation of cross-border industrial clusters. A separate subsection is devoted to logistics and infrastructure: the development of international transport corridors and the simplification of border crossing procedures.

The concept addresses issues of environmental protection, joint environmental control and emergency response. Energy security, telecommunication technologies and cooperation in migration issues were also recognized as priority areas.

The document also includes relevant humanitarian initiatives. Among the most important is the joint study of the sanitary and epidemiological situation in the border area and the establishment of direct links between universities.

Federal authorities have been instructed to formulate an action plan to implement the concept.

The adopted concept will help strengthen ties with neighboring countries and create the conditions necessary for the successful development of border areas.
