“We are faced with a common task – to understand how the republic can develop faster, what we must do together in order for people to live better. In recent years, there has been a decrease in the index of the physical volume of the gross domestic and gross regional product, the index of industrial production. Lags behind the average Russian agricultural production. The region’s economy was significantly affected by the restrictions associated with the coronavirus, as well as all other constituent entities of the Russian Federation. Nevertheless, the retail trade turnover in January – July 2020 in relation to the level of the same period in 2019 decreased by 13.8%, investments in fixed assets – by 10.2% (in Russia – a decrease by 4%). At the same time, a number of areas can provide a new stimulus for economic development. We must determine the directions for the development of the region in order to unite the efforts of the leadership of the republic and the Government of the Russian Federation ”, – said, opening the meeting, Yuri Trutnev.

One of the issues on the agenda of the meeting was the development of the tourism industry. Prior to the meeting, the Deputy Prime Minister visited the Alagirskiy district, where he examined the site of the future Mamison all-season tourist and recreational complex (ATRC). By the end of 2022, it is planned to create up to 2 thousand new jobs at the Mamison ATRC.

The Deputy Prime Minister recalled that the head of state had given several instructions to create a resort. For this, additional funds are provided in the federal budget. “From the point of view of natural potential, the place can be assessed as unique. Here you can create a very beautiful and interesting resort for people to relax. On the territory of the future resort there are objects of cultural heritage, mineral water springs. Investors have been identified who are ready to deal with the development of the lower village in sync with our work on the construction of the ski infrastructure, ”he said.

According to the head of the Republic of North Ossetia-Alania Vyacheslav Bitarov, the formation of a new tourist and recreational complex will stimulate the development of not only tourism, but also other sectors of the economy. “If we talk about the functioning of the first stage of Mamison, then the resort should be linked to the implementation of the program for the development of mountainous areas. This program takes into account the favorable natural and climatic conditions, emphasis is placed on animal husbandry, plant growing and gardening. Milk processing is to be seriously undertaken in the Alagir region, and the corresponding production facilities are already being created. Our workers, working in the mountains, will supply holidaymakers with high-quality and, which is important, environmentally friendly products. The establishment of the resort will give the development of the building materials industry, the production of metal structures, asphalt concrete mixtures. All this in combination will give additional income to the budget of the republic and opportunities for further socio-economic development, ”the head of the region said.

The Deputy Prime Minister instructed the Ministry of Economic Development, Rosturizm, together with the leadership of the Republic of North Ossetia – Alania, to determine the schedule for the implementation of the project to create the ATRC “Mamison”.

The prospects for the development of agriculture were assessed, including the possibilities of stimulating gardening. Yuri Trutnev instructed the Ministry of Agriculture, together with the leadership of the republic, to analyze the situation in the agriculture of the region and submit proposals for the implementation of a mechanism to support the creation of personal horticultural farms.

They discussed the progress in fulfilling the instructions of the President and the Government on the construction of social facilities in Beslan. The Deputy Prime Minister instructed the Ministry of Economic Development to analyze the implementation of the instructions.

Yuri Trutnev instructed the leadership of the region, together with the responsible federal authorities, to work out decisions on the issues discussed within a month and present them at a meeting in Moscow.

On the same day, the Deputy Prime Minister visited Beslan. Arriving on the territory of the secondary school No. 1, which suffered from the terrorist attack, Yuri Trutnev visited the school’s gym, laid flowers and paid tribute to the memory of those killed in the September 1-3, 2004 terrorist act. They also laid flowers at the memorial plaque installed at the site of the death of Lieutenant Colonel Dmitry Razumovsky, who died during the operation to free the hostages. The vice-premier was presented with a plan for the reconstruction and adaptation of the school building to the needs of the museum and exhibition complex. The concept of the museum and exhibition complex was developed taking into account the opinion of the residents of Beslan, activists of public organizations.

Another point of visit was the regional hospital of the village of Arkhonskaya, serving 35 thousand local residents. The reconstruction of the hospital was carried out within the framework of the state program “Development of the North Caucasian Federal District”. For this, 150.93 million rubles were allocated, including 121.65 million rubles from the federal budget. As part of the reconstruction, a new block was added, new medical equipment was installed. The facility was commissioned in July 2020.

Also, the expositions of the National Museum of the Republic of North Ossetia – Alania, one of the oldest museums in the North Caucasus, and the ANO “Center for the Development of Folk Art Crafts” were examined.
