Deputy Prime Minister Victoria Abramchenko together with Presidential Aide Andrey Fursenko held a meeting of the Presidium of the Implementation Council Federal Scientific and Technical Program for the Development of Agriculture for 2017-2025 (FNTP) in the renewed composition.
The meeting was attended by Minister of Agriculture Dmitry Patrushev, Minister of Science and Higher Education Valery Falkov, representatives of the Presidential Directorate for Science and Education Policy, the Ministry of Industry and Trade of Russia and the Russian Academy of Sciences.
In her opening remarks, Victoria Abramchenko noted the importance of implementing the FNTP in order to unconditionally fulfill Decree of the President of Russia dated July 21, 2016 No. 350 “On measures to implement the state scientific and technical policy in the interests of agricultural development”… At the same time, the key task is to create and introduce competitive domestic technologies in agriculture.
The work carried out in the country to introduce new technologies in the domestic agro-industrial complex, to improve the genetic potential of agricultural animals, as well as to ensure food security and the development of domestic breeding and seed production, largely depends on the success of the subprograms implemented within the FNTP.
“By 2025, the provision of the country with its own selection for the seeds of major agricultural crops should be at least 75%. At the end of 2019, this figure was 62.7%, ”said Victoria Abramchenko.
The experience of implementing the subprograms already adopted within the FNTP showed the interest of business and the readiness of industry science to work together. In 2019, subprograms were implemented in the field of development of selection and seed production of potatoes, sugar beets, as well as the creation of a domestic competitive cross of meat chickens in order to obtain broilers.
The volume of funding for the FNTP in 2019 at the expense of the federal budget amounted to almost 1.2 billion rubles, the cash execution was 94.7%.
According to the Deputy Prime Minister, the breeders have achieved high results in certain areas. “It is no coincidence that special attention in the framework of the program is paid to the development of breeding and seed production of potatoes and sugar beets – crops that are of strategic importance for the country’s food security and, at the same time, high dependence on foreign material. Not without pride in the achievements of our scientists and agrarians, I note that we have exceeded the planned indicator of the created varieties of potatoes five times, ”said Deputy Prime Minister Victoria Abramchenko, stressing that thanks to this it will be possible to achieve food independence in the future in one more basic position for the country in areas of selection and seed production.
Another successful example of the implementation of the FNTP was the creation of a domestic competitive cross of meat chickens, which will allow by 2025 to increase the share of production and sales of a new cross in the total volume of crosses produced and sold in Russia to 15%.
“According to estimates of domestic breeders, this is the most productive breed since Soviet times, which is not inferior to foreign analogues. In five regions of the country, production tests have already been carried out for the final hybrid of domestic breeding broilers, ”the Deputy Prime Minister emphasized. The tests were carried out in the Republic of Adygea, Chelyabinsk, Sverdlovsk, Magadan regions and Stavropol Territory.
Victoria Abramchenko focused on the fact that new challenges, including the coronavirus pandemic, confirm the importance of import substitution work.
In 2020, the Government plans to approve the subprograms “Development of production of feed and feed additives for animals”, “Improvement of the genetic potential of cattle of specialized meat breeds”, “Development of viticulture, including nursery”, “Development of selection and seed production of oilseeds in the Russian Federation”, said the Deputy Prime Minister.
As a result of the council meeting, four expert groups were approved in the areas of “crop production”, “animal husbandry”, “fodder production”, “mechanization”. The federal executive body, carrying out organizational, technical and information support for the activities of expert groups in the areas of “crop production”, “animal husbandry” and “feed and feed additives” is supposed to determine the Ministry of Agriculture, in the direction of “mechanization” – the Ministry of Industry and Trade.
