Thanks to this, there is high competition in city electronic auctions – on average, there are four to five participants per order, and therefore, the total savings based on the results of concluded contracts are growing, which this year has already amounted to almost 30 billion rubles. From January to September 2020, 64.4 thousand contracts were concluded for a total of 741.2 billion rubles, of which, for 210.6 billion rubles, 57.3 thousand transactions with small businesses were concluded – this is 89 percent of all contracts for this period “, – said the Deputy Mayor of Moscow.
From April 1, 2020, amendments to 44-FZ entered into force, according to which participation in procurement became more accessible for small businesses. Now customers may not require the supplier to provide bank guarantees or deposit funds, if the contracts do not provide for an advance, change the price and terms of contracts. In this case, no sanctions for penalties will be imposed on performers.
Leader Moscow City Department for Competition Policy Ivan Shcherbakov noted that, despite the restrictions this year, the number of contracts concluded corresponds to the dynamics of the previous year, and the volume of transactions is growing.
“We see a revival of entrepreneurial activity and positive dynamics in the third quarter of this year. In total, from July to September 2020, Moscow customers signed more than 21 thousand contracts worth more than 360 billion rubles. In terms of purchases, this is 86 percent more than in the second quarter of this year, ”the head of the department noted.
According to Anton Emelyanov, General Director of the Roseltorg electronic platform, the experts of the center record positive dynamics in the segment of issuing electronic signatures – an integral attribute for participation in electronic trading. In the third quarter of 2020, the Rosseltorg certification center issued electronic signatures by eight percent more than in the second quarter.
