The Prosecutor General of the Russian Federation Igor Krasnov took part in the 30th meeting of the Coordination Council of Prosecutors General of the member states of the Commonwealth of Independent States.

This meeting is jubilee; December 2020 marks the 25th anniversary of the establishment of the Coordination Council.

The event was held by the presiding party – the General Prosecutor’s Office of the Republic of Uzbekistan in the videoconference mode.

The meeting was attended by delegations of the Prosecutor General’s Offices of the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan, as well as representatives of the CIS Executive Committee and the President of the International Association of Prosecutors Chkhol-Kyu Hwan.

The Prosecutor General of the Russian Federation in his speech provided information on the practice of prosecutorial supervision in the Russian Federation over the implementation of laws on the protection of the rights of entrepreneurs.

He emphasized that to date, Russia has built a system that allows for the most transparent control and supervision activities in the business environment, and the prosecutor’s office occupies a special place in this work.

Igor Krasnov also pointed out that the Unified Register of Inspections has become an effective tool for protecting business, the operator of which is the General Prosecutor’s Office determined by the legislator.

According to the head of the Russian supervisory agency, a key factor in reducing pressure on entrepreneurs in recent years has been the introduction of a moratorium on business inspections.

“In July 2021, a new law on state control, developed with our participation, comes into force. He introduces into the legal field such new formats of communication between the inspector and the entrepreneur as monitoring procurement, selective control, raid inspection, inspection visit, and what is important – only with the approval of the prosecutor, “- said the Prosecutor General of Russia.

He also noted: “Our task is to respond to cases of bureaucratic arbitrariness: the reclamation of unnecessary documents, the imposition of unnecessary approvals and paid services, violation of the terms of administrative procedures. In addition, in pursuance of the instruction of the President of the Russian Federation last year, the Prosecutor General’s Office connected to the work of a single Internet portal (digital platform) designed to consider applications from entrepreneurs in connection with the pressure exerted on them by law enforcement agencies. “

The event participants also exchanged information on best practices in various areas of prosecutorial activities, including overseeing the investigation in the prosecutor’s office, confiscation of property of illegal origin, countering transnational crime, extremism, terrorism and other transnational crimes, investigating cross-border crimes, and also about the systems of education, training, retraining and advanced training of prosecutors.

As part of the agenda of the meeting, issues were also considered about the state of crime in the CIS space, work to ensure the protection of citizens’ rights, the practical implementation of international treaties in the field of combating crime, combating corruption.


During the meeting, it was announced that the Prosecutor General of the Russian Federation, Igor Krasnov, was elected Chairman of the Coordination Council for the next year – 2021.

In this regard, the Prosecutor General of Russia expressed gratitude to his colleagues for their trust and noted the importance of implementing progressive practices in organizing prosecutorial activities, information about which the parties exchanged during the meeting.

Igor Krasnov expressed confidence that the decisions made will have not formal, but practical expression.

“For this, it is important to use the entire arsenal of forms and means of interaction that we have, including the experience of consulting on cooperation in the field of criminal proceedings and other topical issues,” the Russian Prosecutor General emphasized.


In his closing remarks, Igor Krasnov also touched upon the topic of Nagorno-Karabakh, pointing out that “only prudence and dialogue at the negotiating table will allow avoiding the death of people, stopping violations of the law and ensuring a peaceful settlement of the conflict situation.”
