Employers will be required to report the number of employees working from home and those who continue to come to the office.
Mos.ru has launched a service in the catalog of services for business, with the help of which employers will need to transmit to the city information about the number of employees who have been transferred to a remote mode of work.
Every Monday from October 12, employers will be required to report the number of employees working from home and those who continue to come to the office. This requirement is fixed in the decree of the Mayor of Moscow No. 97-UMof October 6 and applies to both individual entrepreneurs and organizations.
Such measures are associated with an increase in the number of cases of COVID-19 and should strengthen control over the implementation of restrictions. From October 5 to October 28, employers are required to transfer at least 30 percent of employees to remote mode.
To submit data, you must download and fill out a special form, indicate the name of the organization, its TIN, legal address and other information, as well as anonymized information about employees who work remotely.

To use the service “Providing information on establishing the number of employees”, You need to log in to mos.ru using the organization’s account, go to the catalog of services for business, select the “Business organization” tab, then – “Business assistance”. The service is also available in the “Popular” section.
The employer must attach the completed form and click on the “Submit request” button. After successful download of the file, a green check mark and a button “Download results file” will appear on the screen. In this document, you can see which information was loaded correctly, and which were not accepted by the system due to errors in filling out the form.
The history and status of sending data will be in the download log lists of employees at remote work… To go into it, in your personal account a legal entity and an individual entrepreneur must select the “Remote work” tab. For each download of information, the log will display the date, the total number of employees in the organization and the number of people for whom information about the transfer to remote control was entered. There you can also download both uploaded forms and result files.
In case of failure to provide the specified information and violation of the requirement on the minimum share of personnel working remotely, employers may be brought to administrative responsibility. Random inspections will be carried out by employees of the Association of Administrative and Technical Inspections and Rospotrebnadzor of Moscow in relation to legal entities, primarily large companies, where risks of providing inaccurate information will be identified.
According to part 1 of article 20.6.1 of the Code of Administrative Offenses of the Russian Federation, the fine for legal entities can be 300 thousand rubles, for individual entrepreneurs – up to 50 thousand rubles. If the violation is re-identified, the company may be suspended.
