This format of agreements has already proven its effectiveness in the transport sector and housing and communal services.
At the end of last year, the city began negotiating life cycle contracts in the healthcare sector. Such agreements provide that the supplier will maintain and repair the equipment throughout the life of the sold equipment.
For the year, contracts for the supply and maintenance of medical equipment for healthcare institutions for more than 31 billion rubles were signed with well-known world manufacturers, said the Deputy Mayor of Moscow for Economic Policy and Property and Land Relations Vladimir Efimov…
“Life cycle contracts provide the best price / quality ratio for equipment and include manufacturer’s service. Under such contracts, the city acquires not just a high-tech product, but also its performance for the entire period of operation. Life cycle contracts have already proven their effectiveness in the transport sector and housing and communal services, and since last year we began to conclude them in healthcare. The total volume of contracts in the life cycle of Moscow today is about 515 billion rubles, of which more than 31 billion rubles are in medicine, “he said.
The use of life cycle contracts can also significantly reduce the initial cost of equipment.
“Moscow continues to implement a large-scale program for the purchase of medical equipment under life cycle contracts. Now we have started the second stage of the program – the procurement of contracts for mammography and digital X-ray machines has already been announced or completed. According to the already completed tender procedures, the average reduction in the initial price was about 47 percent. Thanks to life cycle contracts in healthcare, the capital will receive modern equipment with 10 years of service from manufacturers who have not only production facilities, but also relevant service experience. As the results of the competitions showed, for each lot, from two to seven proposals were submitted from different manufacturers of medical equipment. Competition has significantly reduced the contract price. The maximum decrease in the auction reached 70 percent “, – said
Anastasia Rakova, Deputy Mayor of Moscow for Social Development.
The tender documentation established technical requirements that meet the most modern equipment. According to the signed contracts, the latest models will be supplied to medical institutions in Moscow.
“In addition, Moscow is holding tenders for the purchase of medical equipment jointly with other regions. Such cooperation of customers at the interregional level allows not only to purchase equipment 50 percent cheaper than the initial price, but also to get the opportunity to sign contracts directly with manufacturers of medical equipment, who are responsible not only for its delivery, but also for its performance, ”added the head Department of Investment and Industrial Policy of Moscow Alexander Prokhorov…
Life cycle contracts make it possible to obtain the best price / quality ratio for equipment and its maintenance, evenly and predictably distribute budget costs. The city pays not for the fact of servicing the equipment, but for ensuring its operability. As for the supplier, such an agreement gives him a long-term capacity utilization and guarantees income for the entire duration of the contract.
