When carrying out international road transport, transport companies are faced with the need to formalize customs transit procedures and provide security for the payment of customs payments. Ivan Kolev, an expert of the RF CCI Committee on Transport and Forwarding, General Director of LP Logistic LLC, talks about the advantages of using the international customs transit system using international road transport carnets (TIR).
The most problematic issue for a carrier when carrying out international road transportation is crossing the borders of the states through whose territories it passes. Significant time is wasted at checkpoints to go through administrative procedures. Re-issuance of customs documents, passage of inspection, provision of financial guarantees – all these operations are associated with unproductive downtime and additional costs for the carrier.
The attractiveness of the TIR procedure lies precisely in the fact that it allows resolving all these issues in an optimal way for the carrier. A single customs document of an international standard is used, which is recognized by all participating countries – the TIR Carnet. Today, the transport of goods under TIR Carnets is possible to the address of consignees in 63 countries operating in the TIR system.
Transportation of goods from the sender to the recipient is carried out by one TIR Carnet without re-issuing the transit declaration and guarantee at checkpoints. One TIR Carnet can be used to transport goods, for example, from Shanghai to Lisbon. The TIR procedure is based on the mutual recognition by customs authorities of customs control measures based on the use of security measures.
A significant achievement is also the mutual recognition by customs authorities of means of identification (seals) applied to the cargo compartments of vehicles. The advantages include the use of only reliably equipped vehicles for transportation, which is confirmed by another unified document – a certificate of approval of the vehicle for the transportation of goods under customs seals and seals.
These measures enable the customs authorities to carry out customs inspection of vehicles with goods only in exceptional cases, which greatly facilitates border crossing. Minimization of customs control allows to ensure timely delivery of goods to the recipient.
The TIR Convention provides for additional measures to ensure the safety of transport, not only in relation to vehicles with goods, but in relation to the carriers themselves. All carriers undergo a preliminary selection procedure, as a result of which only the most reliable and conscientious ones receive admission to the use of TIR Carnets, which inspires the confidence of the transportation customers.
Modern technologies are used for transportations under TIR Carnets. First of all, it is preliminary informing the customs authorities. For this, carriers have a convenient and free TIR-EPD application at their disposal. This application allows on-line not only to submit preliminary information to the customs authorities, but also to see information about its acceptance, about the beginning and completion of the transportation of goods under customs control.
We pin great hopes on the entry into force next May of the amendments to the TIR Convention, which regulate the use of the electronic TIR Carnet.
At the same time, violations of the TIR procedure are isolated and, as a rule, are associated with illegal actions of third parties (theft, robbery).
Since it is impossible to completely exclude the possibility of violation, a reliable system of guarantees is provided, thanks to which customs payments of up to 60 thousand euros are paid for each TIR Carnet in case of non-delivery of goods.
Taken together, the outlined features of the TIR procedure provide significant advantages over the consistent use of national transit procedures in the countries through whose territories the transportation route passes. Carriers save time and money, which makes transportation more efficient and cost effective.
