WIESBADEN – The new one nationwide award statistics starts on October 1, 2020. The clients at all levels of government (federal, state, local) will now receive data on the ones they have assigned Orders or concessions report to the Federal Statistical Office (Destatis), which carries out the allocation statistics on behalf of the Federal Ministry for Economic Affairs and Energy.
Federal Minister of Economics Altmaier: “Public contracts are a key economic factor. According to an estimate by the OECD, an annual volume of up to 500 billion euros is allocated to public contracts in Germany. Unfortunately, we are currently lacking valid figures. That will change in the future thanks to the nationwide award statistics. More than that: We will receive valuable information on how the contracts and concessions from the public sector are distributed across the federal, state and local levels, in which areas sustainability criteria play a role in the procurement process or the extent to which public contracts are awarded to small and medium-sized companies will. This will give us important information about this central area. I would like to thank the Federal Statistical Office for the very good cooperation in the implementation of the award statistics. “
The President of the Federal Statistical Office, Dr. Georg Thiel: “My company contributes all its know-how in order to be able to reliably map the complex structure and variety of public contracts using the new award statistics. In a first, important step, all those responsible for reporting statistics at the federal, state and local level must contact the Federal Statistical Office register online. In the second step, the clients or the reporting units they have specified can electronically transmit the data on award cases. So far we have a good 5,000 registrations. The allocation statistics will allow us to analyze data sources that have not yet been developed. I am looking forward to the new knowledge that we will gain. “
In future, the award statistics will be used for the first time to record individual data on the public procurement procedures carried out in Germany, differentiated according to construction, delivery or service contracts and concessions. All clients, who are defined in the law against restraints of competition, are obliged to transmit data on procurement processes with order values above the EU threshold values to the Federal Statistical Office due to the procurement statistics regulation. For order values below the EU threshold values, the obligation to report data also applies from an order value of more than 25,000 euros, albeit to a limited extent. The award data is recorded using secure electronic procedures that have proven themselves in official statistics and – as far as possible – automatically. The Federal Statistical Office will statistically prepare and evaluate the data sets received and make the aggregated results available to the general public via the GENESIS online database. The BMWi is also planning statistical semi-annual reports on the core results from the award statistics.
