The technical guideline TR-03162 contains the definition of the security requirements for the information technology of the online voting procedure according to § 194a of the fifth book of the social security code in connection with § 4 of the online voting regulation. This will enable health insurers to offer online elections in addition to traditional postal voting in the social security elections in 2023. Those eligible for social security will thus have the opportunity to vote electronically over the Internet instead of postal voting. “The additional option of online voting as part of the social security election is a convenient way for many voters to exercise their voting rights digitally. An indispensable prerequisite is that the online social security selection takes place in accordance with the latest IT security guidelines. With the technical guideline, the BSI sets minimum standards for information security and thus creates an essential basis for the secure digitization of the social security elections in 2023, ”explains BSI President Arne Schönbohm. The technical guideline supplements the online voting regulation that came into force yesterday with IT -security-related requirements that go beyond the general requirements of the Social Security Electoral Regulations (SVWO) for the implementation of the online voting process. It contains specifications for the operation and use of applications and IT systems that are used in the implementation of the model project online social choice. Among other things, the establishment of an information security management system (ISMS) as well as current cryptographic methods for encryption, electronic signature and electronic time stamp are considered. In addition, the technical guideline prescribes the application of the IT-Grundschutz of the BSI, so that the basic right to the confidentiality and integrity of IT systems derived from the principles of a ruling by the Federal Constitutional Court is guaranteed statutory health insurance determined.
