On October 1, in an online format, on the basis of the TASS news agency, a press conference was held by the director of the Department of Supervision and Preventive Work of the Ministry of Emergencies of Russia, Rinat Yenikeyev, on the results of the revision of legal acts.

EMERCOM of Russia is an active participant in the implementation of the “regulatory guillotine” mechanism. Within its framework, in July of this year, two basic federal laws were adopted: “On mandatory requirements” (No. 247-FZ) and “On state control (supervision)” (No. 248-FZ).

It is legally stipulated, in particular, that the introduction of a new norm or requirement is preceded by their discussion with the business community. Moreover, the period of its validity is no more than 6 years, after which the norm is subject to revision, change or cancellation, taking into account the relevance and requirements of the time.

During the year, over 100 normative legal acts that were in force from 1991 to 2018 were declared invalid under the “regulatory guillotine”. Instead of them, 7 sources of law were approved, aimed at improving the safety of citizens.

Today the Russian Emergencies Ministry is ready to work according to the new requirements and rules, in particular, within the framework of surveillance and preventive measures. A new approach to ensuring the safety of citizens, including in the field of fire safety, will take effect from January 1, 2021.

The next revision of the requirements and regulations will take place in 2026.
