Mister President! Dear Colleagues! The volume of traffic is a very reliable barometer for economic strength. The pictures from the spring months with the orphaned airports, motorways, empty trains, trams and buses have shown us this dramatically. It was therefore very important that the federal government took action carefully and quickly after the outbreak of the corona pandemic.

My and our thanks go to the Chancellor and the entire Federal Government for the quick and, I say, effective help over the past few months, ladies and gentlemen.

The temporary suspension of the Sunday driving ban for trucks was absolutely correct, as was the historical rescue program for rail and public transport. I refer to the help for bus tourism, which will probably continue to need our support.

Incidentally, the second supplementary budget 2020 – let me also mention this – has made an enormous contribution to stabilizing the transport sector, including with additional funds amounting to billions for digitization and broadband expansion as well as the promotion of mobility and alternative drives to further reduce emissions.

We will now make record investments in the railways without endangering the necessary new road construction and expansion. Dear Andi Scheuer, the direction is right. We as the Union group are happy to support this policy with further proposals.

Dirk Flege from the Pro-Rail Alliance said – I quote him-: “With this federal budget, Germany is taking a powerful leap forward in rail investments.” That’s the way it is, and a 10 billion approach for rail not far away – that much money, if I may remind you of how the entire transport infrastructure was available a good ten years ago. The investment line now stands at 18.5 billion euros. That is 1.4 billion euros more than in the previous year.

Even more: a look at the financial plan shows continuity with comparably high rates for the coming years. Mr. Meyer, this is not a general failure, on the contrary. This generates an enormous amount of creative power for road, rail and waterways in Germany. Dear colleagues, I can see that this draft is a very good addition to the budget debate in the coming weeks.

The focus of rail investments – which has been mentioned – is the further renovation of the stations and the creation of barrier-free access in the sense of more attractiveness and smooth access to the tracks, the investment ramp-up in the digital rail with more than a doubling of the approaches and objectives high reliability and punctuality and more speed in realizing the German clock, which we very much welcome. All of this, as well as the further shift of freight traffic to rail, strengthen climate protection and create considerably more acceptance for rail traffic among people, and that is exactly what we want.

Those who are still criticizing – we have just heard that again – should be careful not to miss this train; because it has picked up speed tremendously. Minister, the rail investment plan is absolutely target-oriented and we therefore give it our full support.

With the relocation of significantly increasing – I want to say that too – freight traffic, our waterways are increasingly coming into focus. The 20,000 ships smuggled annually on the Wesel-Datteln Canal alone correspond to around 1.8 million truck journeys. In order for us to be able to maintain this emission-saving freight transport, our locks need to be renovated as quickly as possible.

Accelerated planning is the best prerequisite for this. Our coalition therefore laid a solid foundation for the waterways and shipping administration in the last budget round with another, I emphasize, 165 posts. Dear colleagues, we will continue to fight resolutely here to repair and expand our channels. In the same way, the Autobahn GmbH should be able to plan faster and make more investments with more efficient processes.

So my conclusion is: Thanks to the record investments, this draft budget for 2021 has a lot of options and future prospects like hardly anyone before it. Yes, Minister, it is correct: It is a real pleasure to prepare for the budget debate over the next few weeks and to improve an already very good budget.
