Number of people in employment remains well below pre-crisis level

WIESBADEN – In August 2020, according to preliminary calculations by the Federal Statistical Office (Destatis), around 44.6 million people residing in Germany (national concept) were employed. In a month-on-month comparison, the number of people in employment rose slightly in August 2020, seasonally adjusted, by 21,000 people (0.0%). However, the number of people in employment is still well below the pre-crisis level: In August 2020, seasonally adjusted 1.2% or 565,000 people were less gainfully employed than in February 2020, the month before the restrictions caused by the corona pandemic in Germany.

Not seasonally adjusted, the number of people in employment rose slightly in August 2020 compared to the previous month by 12,000 people (0.0%). This is a weaker development compared to the previous month than the average for the last five years in August (+28,000 people).

The decline in employment compared to the previous year continues to weaken slightly

Compared with August 2019, the number of people in employment fell by 1.1% (-495,000 people). The decline in the number of people in employment has therefore weakened slightly compared to the previous year. In June and July 2020, the rates of change compared to the same month of the previous year were -1.3% and -1.2%, respectively. In February 2020, the month before the crisis, employment had increased by 0.4% compared to the previous year (+184,000 people). This growth trend ended with the onset of the corona pandemic from March 2020.

With regard to the results, it should be noted that according to the concepts of employment accounts and the labor force survey, short-time workers count as employed and not as unemployed.

Unemployment rate in August 2020 was 4.6%

According to the results of the labor force survey, the number of unemployed in August 2020 was 2.02 million people. That was 35,000 people or 2.0% more than in July 2020. Compared to August 2019, the number of unemployed rose by 621,000 people (+44.3%). The unemployment rate was 4.6% in August 2020.

Methodological notes

The different comparison periods must be taken into account in all reports on economic indicators. The focus of the economic observation is the comparison with the previous month / quarter. The short-term economic development can be read from this. The comparison with the previous year serves as a longer-term level comparison and is independent of seasonal fluctuations. In the current Corona crisis, the strong declines in particular in March / April 2020 and the recovery that has slowly returned since then can lead to very different results compared to the previous month / quarter and year. Both perspectives are important: How is the economic development compared to the previous month / previous quarter, and how far is the catching-up process compared to the previous year’s level? In order to also enable a direct comparison to the pre-crisis level, a comparison to February 2020 and the 4th quarter of 2019 will be shown in all press releases on economic indicators that are seasonally adjusted.

Due to the corona pandemic, there is currently an increased level of uncertainty when estimating the number of people in employment and unemployment. In addition, problems with data collection have an impact on the estimation of unemployment figures.

The employment figures from the employment accounts differ from those from the labor force survey. The deviations are due to the different concepts used (domestic or domestic concept) in the two statistics. You can find more detailed information on the background to the differences in results between the labor force survey and the employment accounts in the Explanations of the statistics.

The employed and unemployed are counted according to the employment status concept of the International Labor Organization (ILO). The declared unemployment must therefore not be confused with the registered unemployment, which is published by the Federal Employment Agency in accordance with the Social Security Code. The results of the labor force survey are used uniformly in the European Statistical System to calculate the unemployment rate.

The microcensus including the integrated labor force survey was technically and methodologically redesigned and introduced in this form at the beginning of 2020. For technical reasons, data has been collected with restrictions since the beginning of the year. The results from January 2020 were therefore determined using an estimate based on the results of the previous period, taking current developments into account.

The employment figures are also part of the “Crisis Monitor” (www.destatis.de/krisenmonitor), with which the Federal Statistical Office compares the development of important economic indicators in the Corona crisis and in the financial and economic crisis of 2008/2009.
