For effective interaction, the regional rescue department together with the association “Council of municipalities of the Tula region” has developed and approved a corresponding “road map”.

At present, the composition of the village headmen numbers 1040 people. The organization of their activities is entrusted to the departments for civil defense and emergency situations of the administrations of municipalities. Together with local administrations, work was carried out to provide the elders with entrenching tools, knapsack fire extinguishers, primary fire extinguishing equipment, mobile fire installations, mobile telephone communications, as well as equipment in prominent places within the boundaries of settlements of stationary fire shields.

Among the tasks of the Main Directorate for the Development of the Institutions of Heads: interaction with the government of the Tula region and municipalities in working out the issue of increasing financial incentives for citizens with the status of headmen; improving the work of the elders by providing them with a vehicle and fuel and lubricants for efficiency in their work; recommendations to municipalities on the production of campaigning and methodological materials for preventive work, as well as the study of the issue of one hundred percent training of village leaders in the fire-technical minimum and methods of providing first aid to the affected population before the arrival of medical personnel.

Also, as part of promoting safe behavior, the Tula branch of the All-Russian Voluntary Fire Society conducts training for village leaders in the field of protecting the population and territories from emergencies and fires. Particular attention is paid to safety at home. Also, representatives of VDPO talk about the rules of conduct in case of fire.

The training takes place in a classroom with demonstration of videos about the causes of fires and primary fire extinguishing means. Practice is also required – the elders are taught to use fire extinguishers. Upon completion, certificates of completion of fire safety training are issued.

Interaction between the Main Directorate of the EMERCOM of Russia in the Tula Region and the village heads will continue.
