Earlier, the upper house of parliament included the heads of the regions and the chairmen of the legislative assemblies of the constituent entities of the Russian Federation, who were additionally assigned the duties of a senator. Now each subject of the Russian Federation in the upper house is represented by two people: a senator from the executive and a senator from the legislative branch.
