Dear ladies and gentlemen!

2020 changed the world. Pandemic of novel coronavirus infection has affected the lifestyle of hundreds of millions of people, companies or public authorities. In the spring of this year the number of Russians who work remotely has grown almost 5 times, and many will continue to work in this mode and after the epidemic is over.

While in isolation, we become more dependent on digital technologies. Of exceptional importance is the continuous provision of electronic public services. That is why to the forefront the challenge of ensuring cyber security of the population.

Over the past decade, our reliance on digital technologies has significantly strengthened: public and private organizations are increasingly using them to improve efficiency. The development of the Internet has made the society open and interconnected, many times multiplying the benefits of using digital technologies. However, these same technologies have become the cause of the risk of a new species.

Attackers are becoming more creative. Geopolitical tensions extended to the digital environment and, therefore, potential sources of digital threats can be the entire state. Researchers in the field of security regularly detect sophisticated malicious programs that are deliberately designed to violate the critical processes and of physical harm industries and infrastructure. According to the OECD, these threats are forcing the States to take measures to strengthen the digital safety-critical functions. Such measures, however, should not negate the benefits of the digital transformation in key sectors, unduly restrict the use and availability of digital technology.

Prepared by the Government of the Russian Federation national plan of action for the recovery of the Russian economy after the crisis is based on the acceleration of the digitalization of the economy and public administration. We radically increase the number of available e-government services, and create a fundamentally new measures to support digital business.

In these conditions one of the most important tasks is the protection of cyberspace.

This spring we observed increased activity of cyber criminals. More than 90% of successful attacks are carried out using methods of social engineering. To deceive the vigilance of citizens, the crooks commit attacks using phishing emails and technology takeover.

In collaboration with the domestic companies in the field of information security by state authorities conduct active work on informing people about the risks and threats of cyber security. Many problems we managed to cope thanks to the joint efforts, however, many questions still require special attention.

Another challenge of modernity relevant to all economies in the world, is the theft of confidential data.

In this regard, we pay special attention to the improvement of data protection. In Russia the unified state system of detecting and preventing computer attacks, is connected to the information system of state bodies.

Introduced strict security standards when connecting schools and other social institutions to the Internet. Create a secure network linking all institutions in education, health and social protection.

To prevent a global “pandemic of cybercrime” we must unite the efforts of the international community. One of the key areas of joint provision of digital security and joint fight against cybercrime is the development of international cooperation.

Russia today is one of the leaders of technological progress. Russian solutions in the field of information security successfully compete in the international market. With the help of grants, the government actively encourages the development and pilot projects in the field of advanced technologies, such as quantum cryptography. We also understand the importance of international exchange of knowledge and ready to share our experience with our partners. Open and equal dialogue is needed to secure our global future, and we are ready to cooperate.

In this regard, I am pleased that today’s event was attended by the heads of such major international organizations as the world economic forum and Interpol, as well as by representatives of global corporations from different industries and countries. The organization of this training is another step to create a trusted digital environment and the development of open dialogue even on the most complex issues of cybersecurity.
