The federal and state governments must finally commit themselves to sustainably good academic teaching and also employ and pay the staff properly. The universities must use the funds from the future contract accordingly for more permanent positions. Soft target formulations without clear criteria do not lead to the desired result. The past few years have clearly shown this. The completely excessive time limit at the universities must finally be stopped. The state’s declarations of commitment published today contain criteria for increasing permanent employment only in a few cases. The federal government and the states urgently need to make improvements here instead of wasting a historic opportunity. ”Background: As part of the future contract“ Strengthening Studies and Teaching ”, the federal government will provide the states with 1.88 billion euros annually from 2021 to 2023 and annually from 2024 to 2027 2.05 billion euros available. The countries should provide additional funds of the same amount. It is not until 2027 that the GWK advises on further content and financial adjustment requirements for the unlimited future pact “Strengthen study and teaching”. Until then, there is only an annual reporting requirement on the use of funds and a report every three years in which the measures implemented and the achievement of objectives are assessed.
