The Chairman of the Central election Commission of the Russian Federation Ella Pamfilova opened the meeting and commented on a number of important issues related to the upcoming national vote.
About applications for inclusion in the list of participants of voting
Ella Pamfilova said that as of June 19, 947 was filed thousands of applications for inclusion in the list of participants remote electronic voting regarding approval of amendments to the Constitution of the Russian Federation in Moscow and Nizhny Novgorod region. In addition, served more than 1.5 million applications about voting at the location through the mechanism of “Mobile voter,” and about 80 thousand applications on voting at home.
The head of the Commission reminded that applications will be accepted until 21 June, 14.00 Moscow time, and encouraged all who want to participate in the voting at the location, take the opportunity.
About the observation on the national ballot
Ella Pamfilova stressed that all voting procedures must be observers.
The CEC Chairperson has addressed in Public chamber with the request to increase the deadline for receipt of applications up to 30 June and to simplify the procedure for the appointment of observers. “We need to maximize opportunities for those wishing to take part in public surveillance”, – said Ella Pamfilova”.
About the information materials of the CEC of Russia
Ella Pamfilova, commenting on the theme of informing and campaigning in conducting of the nationwide voting, said that the issues of propaganda in the conduct of nationwide voting law are not regulated.
“Information materials of the CEC of Russia has been prepared solely for the purpose of informing citizens on issues of nationwide voting on amendments to the Constitution of the Russian Federation and their use for campaigning is unacceptable,” – said the head of the Central election Commission.
On the website of the CEC of Russia published information about the use of essential elements of information materials of the CEC of Russia on the issues of nationwide voting materials that encourage voting for amendments to the Constitution of the Russian Federation.
“This does not mean that the agitation during the nationwide voting no. It is just the law and the CEC of Russia it is not regulated. We are not engaged in propaganda, and explain and inform citizens of Russia. We are interested in that people came and expressed their will”.
The head of the Commission noted that the CEC has provided a number of organizations, including the media and the public authorities, the right to use information materials created within the framework of its information activities on the question of approval of amendments to the Constitution of the Russian Federation. “However, some videos created by third-party organizations and broadcast media and the Internet, unnecessarily contain both formal elements of the brand information materials of the CEC of Russia and at the same time direct appeals to vote “for” or “against” the amendments to the Constitution, and we continue to monitor and correct such violations”, – said Ella Pamfilova.
“The campaign is not prohibited, everyone has the opportunity to freely Express their position. The CEC of Russia does not intervene, but, expressing his attitude to the amendments should rely on themselves and their own materials without the use of our logo, so it is not interpreted as propaganda on the part of the CEC. The CEC of Russia is not engaged in propaganda, we will inform the citizens”, – said Ella Pamfilova.
About surveillance on the national ballot
Ella Pamfilova said that at present, about 50 of regions is ready to organize the surveillance in the nationwide vote. It is planned that there will be over 70.
The head of the Commission stressed that video surveillance is an important standard that provides transparency and openness of the voting procedure.
About testing of members of the commissions and observers
“We have revised our recommendations with CPS, including those relating to system testing of the organizers of the vote at COVID-19. The situation has improved, but in the regions it is very different. The decision on the procedure of testing was adopted by election commissions together with the sanitary-epidemiological services, based on the situation in the regions”, – said Ella Pamfilova.
In most regions, the testing has begun. In the part of the test is only available in the epidemiologically disadvantaged areas, for example, in the Crimea, the Chuvash Republic and Zabaykalsky Krai it is planned to test the members of the commissions and observers in areas where outbreaks of the disease.
The head of the CEC noted that the total testing of members of election commissions at all levels will be held, in particular, in the Republic of Karelia, the Republic of Tyva, the Republic of Mari El, the Altai and Stavropol territories, Kemerovo, Novosibirsk and Moscow regions. In the Primorsky and Khabarovsk territories the testing will be in all the major cities.
On the work of the Information centre of the CEC of Russia at carrying out of nationwide voting
Deputy Chairman of the Russian CEC Nikolai Bulaev reported that from 25 June the CEC starts the Information center of the all-Russian voting on amendments to the Constitution.
“The information centre will be open for 8 days from 25 June to 2 July, – has informed a member of the CEC of Russia Anton Lopatin. – It is planned that from 25 to 30 June, the information center will be open from 12:00 to 15:00, 1 July in a continuous mode from 10 am to sum up the preliminary results of nationwide voting, until 15:00 on 2 July.”
Anton Lopatin noted that on the first day of work of the information center will discuss a variety of topics: the order and form of ballot, security measures, new technologies that will be applied on the national ballot.
“As information becomes available we will report the voting, and 1 and 2 July, you will see the appearance online and the preliminary results of voting in the regions, – said Anton Lopatin. – The Central screen of the information center will broadcast General information, 44 plasma screen information on every subject of the Russian Federation. Individual monitors will display information on remote electronic voting in Moscow and Nizhny Novgorod region”.
A member of the CEC of Russia Alexander Klyukin said that the daily work of the Information centre will be held in constant dialogue with the media, experts, NGOs.
“It is planned to hold a video conference with election commissions of subjects of the Russian Federation, communication sessions with the Baikonur cosmodrome, the International space station, with diplomatic representations and consulates of the Russian Federation, – said Alexander Klyukin. – Will be discussed the amendments to the Constitution, activities of observers and volunteers, the 75th anniversary of the Victory, voting in remote areas, ensuring the electoral rights of persons with disabilities, innovative election technology and other topics.”
The head of the press service and information of the CEC of Russia Olga Kuznetsova has introduced two new media project of the CEC.
“We started the project “Telethon” subjects and informative volume which will show how the preparation for the national vote in the regions of Russia, – said Olga Kuznetsova. – In addition, during the operation of our Information centre, from 25 June to 2 July, in the atrium of the CEC of Russia will work in the Studio of TV channel “Russia-24″, where live can be covered by the vote”.
Deputy Minister for digital development, communications and mass communications of the Russian Federation Oleg Kachanov presented at the meeting of the CEC of Russia digital service “Collection of signatures of voters in support of nomination of candidates, lists of candidates with the use of SPPS”.
“The portal “public Services” the mechanism of collection of signatures in support of nomination of the candidate and list of candidates of the electoral Association in the state authorities of the constituent entities of the Russian Federation – said Oleg Kachanov. – Generated list of signatures can be sent to the election Commission directly from the personal account. The Deputy Minister also noted that for candidates and associations portal opened personal accounts with information about the upcoming elections, the timing of the campaign and detailed information about other candidates and electoral associations.
On the appointment of additional election of deputies of the State Duma of the Federal Assembly of the Russian Federation of the seventh convocation in single-seat constituencies
The Russian Central election Commission appointed on 13 September 2020 in single-mandate electoral districts of the Republic of Tatarstan – Nizhnekamsk single-mandate electoral district No. 28, in Kursk region – Camscom single-mandate constituency № 110, Penza region – Lermontov single-mandate constituency № 147, Yaroslavl region, Yaroslavl single-mandate constituency № 194 by-elections of deputies of the State Duma of the Federal Assembly of the Russian Federation of the seventh convocation in single-seat constituencies.
The decision of the Commission approved the results of the amount of airtime spent on coverage of the parliamentary parties in the all-Russian TV programs (telecasts), radio programs (broadcasts) and regional TV programs (telecasts), radio programs (broadcasts) in may 2020.
