The regulatory and technical documents that directly establish the requirements for individual residential buildings also lack a definition of an elevated floor. As a result, in practice, the concepts of “total number of floors”, “number of storeys”, “number of elevated floors” are mixed. This is especially vividly illustrated by the example of individual houses with a basement, which is often taken into account when calculating floors in an individual housing project as above-ground, ”the senator explained. The bill proposes to clarify the definition of an individual housing construction as provided for in paragraph 1 of Article 1 of the Town Planning Code of the Russian Federation, indicating that the ground floor is the floor with the floor mark of the premises not lower than the planning level of the earth.
“The adoption of the proposed changes will promote at all levels the correct uniform practice in the solution of the question of the observance by citizens of the Urban development code regarding allowed number of floors above ground in the objects of individual housing construction”, — said Oleg Melnichenko.
