The Chairman of the Federation Council Committee on economic policy Andrey Kutepov, Kutepova Victorbeatteay of the legislative (representative) body of state power of St. Petersburg proposes to extend the scope of the Decree of the RF Government on landlords who granted a reprieve on the rent.The corresponding letter is directed addressed to the Chairman of the Government of the Russian Federation Mikhail mishustina. Andrey Kutepov noted that the resolution of the Government of the Russian Federation “About establishment of requirements to conditions and terms of deferment of payment of rent under leases of real property”. However, it does not address the landlords of office, administrative, business, commercial objects, which provided a deferral of rent in accordance with this Decree.The Senator sent his proposals to the draft decree of the Government of the Russian Federation about modification of Rules of granting of a delay (instalments) on payment of taxes, advance payments of taxes and insurance premiums, as approved by decree of the Government of the Russian Federation “On measures for the sustainable development of the economy.”Andrey Kutepov said that the draft resolution of the Russian Government aimed at achieving economic balance between tenants and landlords of non-residential premises used for offices, commercial and administrative premises.

The applicable Regulations provide support measures for landlords only commercial properties. The Senator proposes to clarify the Rules in relation to the Russian classification of economic activities (OKVED), and also to expand the list of landlords to include landlords of office, commercial office premises, in case of granting them deferred payment of rent under leases of real property.
Also available additions to the criteria for inclusion in the list of taxpayers provided the delay in the payment of rent, as well as in determining which object is considered to be of office (administrative and business).
