Directive 2006/123/EC of the European Parliament and of the Council on services in the internal market (hereinafter: ‘the Directive’) was adopted in 2006, and the deadline for its transposition to national legislation expired in 2009. Only eight Member States have transposed the Directive’s provisions to their legislation in a timely manner. On the other hand, the single market continues to have significant untapped potential, even 26 years after its establishment, particularly when it comes to the freedom to provide services. It is estimated that improving the implementation of the existing Directive alone would bring an additional EUR 284 billion to the EU budget, which equals 1.67% of the EU’s 2018 GDP. In view of the foregoing:

1. What measures is the Commission taking to ensure better implementation of the Directive?

2. How did the Commission implement the recommendations made by the European Court of Auditors in 2016 in the thematic report on the Directive?
