Paragraph 3 of Council Note 7497/20 on demographic challenges in the EU includes the following passage:

‘As sustainable development and inclusive economic growth require human capital and new innovative solutions, demographic renewal needs to be supported in all Member States and should have the same priority as climate-neutrality and digitalisation at EU level.’

1. Can the Council clarify what exactly the concept of ‘demographic renewal’ as mentioned in this note means?

2. If ‘demographic renewal’ means immigration, can the Council indicate from which countries and with what professional qualifications?

3. Paragraph 4 of the note quotes an estimate that the labour force in the EU will decline by 8.2% (approximately 19 million) between 2023 and 2060. What proportion of this figure would be compensated by the ‘demographic renewal’ mentioned in the note?
