With regard to the Commission’s decision, ratified by the EU Council, to activate the ‘general escape clause’ of the fiscal rules, can the Commission specify precisely on what legal basis the decision was taken?

With regard to the lifting of, or proposal to lift, the suspension, can the Commission state in detail which conditions will be considered (or which tests will need to be satisfied)?

Can the Commission state whether the suspension can legally stay in place for individual Member States while it ceases to apply to other Member States, or if a general decision regarding the whole EU or Eurozone will be taken and applied?
