The transport complex of Russia employs about 4.5 million people. Their stable, reliable work is the basis for the dynamic development of enterprises and regions – in fact, of the whole country as a whole. Like other key, basic sectors, transport is now going through a difficult stage caused by the epidemic of coronavirus infection and forced restrictions. We see how the volume has decreased transportation in the cargo and passenger segments, revenue falls, financial problems accumulate, many companies suffer losses. I note that even in such difficult conditions, our transport and logistics companies sell lie smooth operation, provide reliable communication of regions and territories, which is a strategic task for our huge country. Taking this opportunity, I want to thank the teams of transport enterprises for the hard, responsible work in this difficult period of the epidemic. It is important to support people involved in transportation, to ensure common the stability of the transport complex of Russia, including companies should have funds for the payment of wages, maintenance of the park and infrastructure, the implementation of their financial s obyazatelstv.Kak we have done in relation to other industries, we have decided to allocate from the Reserve Fund of the Government of more than 23 billion rubles in emergency, operational assistance, such as aviation companies. I also recall that in all types of transport we have identified system-forming enterprises, provided for them special support measures, including soft loans in half working capital. At the same time, I emphasize: we are talking about the federal list of enterprises. We must not forget that in each region there are companies that perform important, systemic tasks for a specific territory. Mostly, we are talking about bus and river transport, suburban rail services. In this regard, I ask the leaders of the constituent entities of the Federation to provide their mechanisms for supporting such enterprises. Particular attention should be paid to seasonal transport, primarily, in this case, river transport. Its work lasts only six months – from May to October, and, obviously, if navigation is difficult now and the fleet does not get a load, additional help will be needed for companies and their teams. A common, cross-cutting problem for passenger transport is a reduction in tourist flows. Today, international tourism is virtually stopped. It will take time for it to return to its previous level. We need to use the emerging reserves of the transport complex, orient them towards the development of domestic tourism, inter-regional transportation, and the provision of high-quality, affordable services to our citizens, who, after lifting the restrictions, will certainly plan trips around the country. I invite the participants to share their thoughts on this matter. Further. As already said, the load on the domestic transport network has decreased. In this regard, it is necessary to return to the issue of priority transshipment of domestic cargo in Russian seaports. Our port capacities are quite competitive compared to foreign ones. Now there is a real opportunity to speed up the maneuver by cargo flows in favor of our own ports. Naturally, this should be done in a way that is beneficial both to the transport business, and to our manufacturing companies, exporters. In this regard, I recall that I gave instructions to create a special economic zone in the Caspian, which also involves the creation of a modern transport hub. I ask you to report today what has been done in this direction. In general, I emphasize: against the backdrop of falling global demand, the struggle for international markets, goods of the fuel and raw materials group, foodstuffs, and other products has intensified. To succeed in this struggle, increase the competitiveness of Russian goods, Our exporters must act together with transport companies. I hope that our carriers will offer efficient logistic models that can support, stimulate exports, including products with high added value. And another important topic. In recent years, with the participation of the state, large-scale projects have been launched to increase the capacity of railways and approaches to seaports, to develop a road network and waterways. This is the modernization of the Eastern landfill, ports of the South and North-West, the development of the Central transport hub in the European part of the country. Also, Russian companies have gained a good pace in updating rolling stock, sea and river vessels, and automotive equipment. It is necessary to preserve the investment programs of the transport complex and infrastructure development as much as possible in order to preserve production connections, specialist jobs, citizens’ incomes both in the industry itself and in related sectors. I mean large, long-term orders for our industry, for railway engineering, automobile plants and shipyards, and, of course, for construction companies, the building materials industry. I emphasize that transport potential will certainly be in demand as the economy enters the growth path, we understand that this is inevitable when the demand for trips and transportation of goods begins to recover. The fast normalization of economic and business life will largely depend on the coordinated work of transport and logistics companies. In this regard, I would like to note the following. Obviously, after the recession, taking into account the experience gained, a serious analysis of sanitary and preventive measures in all sectors, including, and perhaps, especially, in transport, will be required. I draw the attention of colleagues from federal departments. It is impossible here, as they say, to go too far, to crush the business with formal, redundant, and sometimes meaningless requirements. It is important that they are proportionate to the risks and, most importantly, that they really serve to protect the health and safety of citizens. This should always be our first priority.
