The meeting of the Council of Ministers on the 6th of may 2020

The Council of Ministers convened in the Auditorium, his excellency Kay Rala Xanana Gusmão, the minister of Finance, in Dili, and assisted in the presentation by the Minister Coordinator of Economic Affairs, Fidelis Manuel Leite Magalhães, on the draft Decree-Law on the moratorium on the fulfilment of the obligations arising from the contract of credit granting in the framework of the economic policy response to the COVID-19. This Decree-Law is intended to provide a response to the constraints and difficulties resulting from the decline in revenues and earnings inherent with the downturn in the economy, as a result of the outbreak of the COVID-19, and at the risk of a downward spiral of non-compliance, which can have adverse effects on the financial system and, consequently, on the real economy. This project is going to be re-considered at the next meeting of the Council of Ministers.

The Council of Ministers has approved the appointment of Timothy to the Lord (as member, effective, and Ana Paula Marçal (alternate) as Representatives of the Government, the Higher Council of the Public Prosecutor, the proposal of the Minister of Justice, Manuel’s Counterparts on the Coast.

The members of the Government approved three projects of the Decision, submitted to it by the Minister of Public Works, el Salvador Soares dos Reis Pires”, in relation to a Memorandum of Understanding and two Cooperation Protocols with the public authorities in the Uk.

The first draft of the Resolution approved in relation to the Memorandum of Understanding (mou) between the Ministry of Economy and Employment of the Portuguese Republic and the Ministry of Public Works, in conjunction with the Ministry of Petroleum and Mineral Resources in the Democratic Republic of Timor-Leste in the area of Energy (Electricity and Fuel) Geology and Mines.

It was also in accordance with the Protocol of co-operation between the Ministry of the Environment, spatial Planning and Energy of spain and the Portuguese Republic and the Ministry of Public Works of the Democratic Republic of Timor-Leste in the area of Water, Sanitation, Drainage and Solid Waste Management.

Finally, the members of the Government have agreed a Protocol between the IP-Engenharia, S. A., and the department of Public Works, Transport and Communications of the Democratic Republic of Timor-Leste, in the framework of the Organization and Management of the Road Network in Timor-Leste.
