The prospects for economic growth in Sakhalin region are connected, including, with the development of marine aquaculture.
At the meeting on the topic “on aquaculture development in Sakhalin region” in the framework of the Days of the region in the Federation Council the Federation Council Committee on agrarian and food policy and environmental management adopted recommendations to appropriate Federal agencies and the Executive and legislative authorities of the RF subject.
According to Alexey Mayorov, Chairman of the Federation Council Committee on Agrarian and Food Policy and Environmental Management, Aleksey Petrovich Mayorov, representative of the legislative (representative) state authority of the Republic of Kalmykia, by a decision of the Committee, recommended that the Sakhalin Regional Duma develop a legislative initiative to provide fishing enterprises with the right to use fishing areas for an additional purpose – for the implementation of aquaculture. And the Ministry of Agriculture of the Russian Federation should consider the possibility of issuing a normative legal act providing for the expansion of the grounds for the removal of aquaculture objects from a water body during grazing. In turn, the government of the Sakhalin Region was recommended to send proposals and justifications to the Ministry of Natural Resources and Ecology of the Russian Federation on changing the boundaries of the Small Kuril reserve. The senator noted that the Committee assisted regional deputies in preparing a draft legislative initiative that was submitted to the Ministry of Agriculture Of Russia. The document has practical experience in creating a legal basis for the use of fishing areas with an additional purpose – for the implementation of aquaculture. Based on the results of the preparation of the legislative initiative, the Ministry of Agriculture of Russia informed the Sakhalin Regional Duma that it has no comments on the bill. Aleksey Mayorov explained that at present, almost the entire water area washing the Sakhalin Island and the Kuril Islands has been allocated to fishing areas, which are provided for use for the extraction of Pacific salmon. Given the specifics of their production, they are used only 2-3 months a year, and the area of the used water area of each site is no more than 30 percent. The head of the Federation Council Committee emphasized that the free part of these sites is suitable for year-round cultivation of marine culture. However, their formation for commercial aquaculture within the boundaries of existing sites is not provided for by law, which does not allow to fully realize the productive potential of offshore sites, as well as diversify the economy of enterprises. The Ministry of Agriculture of Russia informed the Federation Council that in order to expand the grounds for the withdrawal of objects aquaculture from a water body in the implementation of pasture fisheries issued an appropriate order, which is aimed at state reg the Government of Sakhalin Oblast informed the senators that the Sakhalin Governor had sent proposals and justifications to the Ministry of Natural Resources and Ecology of the Russian Federation on adjusting the boundaries of the Small Kurils reserve in order to ensure conditions for the development of social, communal and transport infrastructures in the interests of the population, living on the island of Shikotan. Aleksey Mayorov noted the importance of the work carried out to implement the recommendations contained in the decision of the Committee, since the perspective You growth of the Sakhalin region are connected, including the development of marine aquaculture, which allows to obtain an additional 70 thousand tons of valuable objects such as scallops, sea urchins and sea cucumbers.
