The Prime minister, Edouard Philippe, presented, Tuesday, April 28, at the national Assembly, the plan déconfinement progressive from the may 11, 2020, if the indicators medical are favourable. The déconfinement will not be the same in all regions of the country, it must be adapted to the reality of local health. The containment had been introduced on march 17 to combat the spread of the epidemic of coronavirus.
A déconfinement progressive by region
The date of may 11, 2020, marking the beginning of the déconfinement depends on the indicators medical in the different regions. The decision will be taken on 7 may or may not maintain this date. If the epidemiological indicators are not at the rendezvous on may 7, the déconfinement will not be held on may 11 or will be more strict.
The déconfinement will be gradual. A first phase will last from 11 may to 2 June, with the gradual opening of certain establishments or places open to the public. If there is no return of the epidemic, a second phase will be implemented until the summer.
The plan déconfinement will not be the same in all departments and regions of France. Depending on the number of holders of the Covid-19 identified, the occupancy rate of hospital services and testing capacities, territorial specificities will be put in place by the local elected officials.
A map of the departments of red and green
A map of the departments will shortly be established. On the basis of the information of the card 7 may next year, and some departments in green little affected by the epidemic will déconfiner from the 11th of may. In the departments in red with a high rate of virus circulation, the date of déconfinement will be delayed or more stringent measures will be put in place.
From may 7, this map will be updated daily with the public Health data in France. Three criteria are used to establish the classification of departments : circulation rate of the virus, hospital capacities in the icu, local capacity of tests to detect carriers of the virus. If only one of these criteria is not validated, the department will continue to be in red.
Screening and isolation of carriers of the virus
In order to isolate the carriers of the Covid-19 and to contain the outbreak, tests massive (700 000 tests per week from may 11) will be carried out on people presenting the symptoms of the coronavirus, but also on all those who have been in contact with persons reported as positive. These tests, virological, will be supported 100% by health Insurance.
Individuals reported as positive to the PCR test (by nasopharyngeal swab) must isolate himself in order to break the chain of transmission. They will be able to choose between containment is strict for at home or in a hotel put at their disposal.
