Although work on the 2021-2027 Multiannual Financial Framework (MFF) cannot be halted and given that the current health crisis is unlikely to end soon, the Commission needs to come up with an emergency plan by 1 January 2021.
This contingency plan should also be able to address the immediate consequences of the COVID-19 emergency, building on the positive measures included in the 2020 budget with regard to the redeployment and strengthening of existing instruments.
The Union’s budget is indeed part of the solution for overcoming the shocks sustained by the public health sector, the economy and social services, in addition to other instruments and initiatives at both national and European level.
Does the Commission intend to consider the potential of all programmes to provide an additional contribution to economic recovery, solidarity, public health and crisis management, while at the same time offering greater flexibility?
