The health crisis sweeping across Europe is causing major economic problems which might result in a general recession. Subject to the rigours of the Treaties and budgetary control mechanisms, the Member States might be fearing the worst for the proper functioning of public services and the survival of businesses, in particular micro, small and medium-sized enterprises (MSMEs).
On 20 March 2020 the President of the Commission triggered an escape clause enabling the strict rules of the Stability Pact to be suspended.
Can the Commission assure that this clause – a temporary measure which has never before been invoked – will remain in force until the end of the COVID-19 crisis?
