E.Levits and K.Karins noted that the restoration of Article 81 in the Satversme, in a modern wording appropriate to a democratic state, would be important for more efficient decision-making in emergency situations. K.Karins informed the President that tomorrow, April 2, J. Wittenberg, the candidate for the post of Minister of Economy, will be promoted. Both sides expressed the view that in this time of crisis, the Minister of Economy should join the government as soon as possible. The Minister of Economics should also invite competent specialists with authority under the leadership of the Ministry. The President also drew attention to the fact that in the unusual circumstances in which state and local government institutions are now operating, it is important to act in a substantive and non-formal way.
