On 12 March, Mikhail Mishustin chaired a meeting on introducing a set of measures to prevent the spread of the novel coronavirus on the territory of the Russian Federation. The following decisions were adopted and instructions issued:

 Russia’s Federal Security Service, together with the Ministry of the Interior and the Ministry of Foreign Affairs, are to introduce to the Government of the Russian Federation, in accordance with the established procedure, a draft Government act stipulating the suspension of the entry via the national border’s Russian-Polish and Russian-Norwegian land sections for foreign citizens arriving in Russia for business as well as on private visits, for study or tourism, except for citizens of the Republic of Belarus, members of official delegations and citizens who have a Russian residence permit, starting 15 March 2020, 12 midnight local time.

Russia’s Ministry of Healthcare and the Federal Service for the Oversight of Consumer Protection and Welfare (Rospotrebnadzor) are to adapt the relevant sections of the departmental information systems that contain information on the new coronavirus to a user-friendly format easily accessible for the public.

The results are to be reported to the Government by 16 March 2020.

Russia’s Ministry of Healthcare is to provide medical organisations, including private organisations that render primary medical care, with a plan of actions to be followed upon diagnosing patients with COVID-19 and during their treatment.

Russia’s Ministry of Industry and Trade is to submit to the Government information on the available and potential capacities for manufacturing personal safety equipment, including suits and disinfectants to be used to prevent and reduce the spread of the coronavirus and during the treatment of patients diagnosed with COVID-19 or those who display its symptoms, with specified types and volumes of the manufactured products.

The results are to be reported by 16 March 2020.

The governments of the Moscow Region and Moscow are to organise advanced training courses in biosecurity for staff members of certain medical organisations at institutions subordinate to the Federal Service for the Oversight of Consumer Protection and Welfare (Rospotrebnadzor).

The results are to be reported to the Government following the efforts to organise and conduct the advanced training courses.
