The doctors and nurses who went to Samoa in the framework of the fight against the epidemic of measles raging at the site was received, Wednesday morning, by the President Edouard Fritch. The minister of Health, Jacques Raynal, is then expressed on the subject, during a press conference.

A resurgence of measles cases has been observed in all regions of the world, and outbreaks are currently ongoing in several countries in the Pacific, including Samoa, Tonga and Fiji, said the minister of Health.

Measles is a viral diseases the most contagious. A person infected with the measles virus can infect through the air between 15 and 20 people (by comparison, a person with the flu infects between 1 and 3 people). The disease can cause serious complications in children (especially those less than a year) but also in teenagers and in young adults.

Samoa are currently going through a health crisis without precedent, in particular due to low immunisation coverage of their population : 70 deaths, including 61 children below 5 years of age are at deplorer to this day, following the measles.

Also, the minister of Health wished to refer to two topics: the first concerning the intervention of the French Polynesia with the population of Samoa in the framework of the measles epidemic that is rampant in the Pacific region, and the second concerning the recommendations on measles for French Polynesia.

On the first point, following an exchange with the world health Organization (WHO), the first needs identified were in terms of human resources, in particular epidemiologists, physicians and public health experts in risk communications. The management of the necessary vaccines is being undertaken in partnership with WHO and UNICEF.

In order to respond quickly to the needs of Samoa, a mission was organized by the government of French Polynesia. A team of recognition and evaluation composed of a public health physician and a physician, public health inspector of the French Polynesia is made in Samoa from 22 to 27 November 2019.

This mission identified the urgent need of medicines and material and human needs necessary for a mass vaccination campaign.

While ensuring the capacity and the reserves of the French Polynesia, three shipments of drugs and equipment were made, and a second mission of 10 health care professionals has been sent to Samoa from 29 November to 8 December last. This second team has actively participated in the mass vaccination campaigns and management of patients at the hospital in Apia.

These interventions have been financed to the tune of 11 million Fcfp.

The reactivity of the French Polynesia in collaboration with the State, has been highly appreciated by the population and the government of Samoa.

The intervention of the French Polynesia with our neighbours the polynesians is part of a policy of collaboration and of solidarity with our island neighbours in the framework of the Forum of Pacific islands, and follows the recommendations of the 13th meeting of ministers of health of the Pacific hosted by French Polynesia.

On the second point, the French Polynesia could trigger a spread of measles, given the many trips that take place in the Pacific, and the presence of outbreaks of measles in many countries in the world.

In fact, even if the vaccine coverage childhood in French Polynesia is recognized as one of the best in the world, an epidemic of low magnitude is possible, without any measurement with the current situation in Samoa.

In order to prepare the Country for this event and control the conséquenses health, I have asked my services to prepare a plan for the preparation of measles, whose main lines are the following:

Recommendation of measles vaccination of all health-care professionals are not protected
Recommendation of measles vaccination for travelers, particularly in the Pacific.
A reminder to all health-care professionals from the obligation of immediate reporting of any new cases of measles
Elaboration of a procedure of investigation with a new case of measles and vaccination of the entourage
Transmission to all health professionals of the elements recalling the main features of this disease
Update of the stock of vaccines and medicines needed in case of an outbreak.
