“Digital first” must be the guiding principle

The regulatory control Council has presented today an expert opinion on the legislative process, in which he complained of cumbersome bureaucratic procedures. For this purpose, the Deputy Chairman of the CDU/CSU group in the Bundestag declared, Nadine Beautiful:

“‘Digital first’, so the principle, to which we known to us in the coalition agreement, with a view to administrative processes is. The digital processing should be a priority – no one is to appear personally at the office or be concern to formulate in written form. An automated processing is, however, often necessary. However, not every law that we pass in the Bundestag, is suitable for automated processing.

In Denmark, however, each draft law a Digital is subjected to Check, in order to make it available for automated processing fit. A six-member working group is examining the draft law, according to different principles, such as whether the rules are clear and easy to handle, whether automated processing is possible, or if terms are consistently used. Since the introduction of the Checks, a number of positive effects there, such as more transparency and easy handling. For the ministries it has become also easier, digitization jam, prepare the possible designs.

Also, the Federal government is planning a digitisation check. The positive experiences we made with our neighbors, with this mechanism, we should use it and make it our own.“
