Framed in the Government program, in order to provide greater autonomy to schools and principals and to facilitate the administrative management of educational establishments, the project that extends and modernizes the preferential school subsidy was introduced to the Chamber of Deputies ( bulletin 12979).
The proposal seeks to adjust the provisions of Law 20.248, which establishes the Preferential School Grant (SEP), to current regulations, extending the benefit to the subsidized school system.
In the first place, the Law that established the National System of Quality Assurance of Pre-school, Basic and Middle Education is modified to reinforce the role of the Educational Improvement Plan in order that it focuses on the strictly pedagogical and strategic
Then, amendments are made to the SEP Act, to allow all priority and preferred students attending subsidized schools to benefit from them. In addition, provisions are adjusted to the educational regulations approved after publication.
It is defined that the SEP ceases to depend on the subscription to the Equal Opportunity and Educational Excellence Agreements (which are eliminated, especially considering that 700 subsidized schools have not signed them, so that nearly 200,000 students do not receive the SEP) , to become a right of priority and preferred students.
Notwithstanding the foregoing, to impede the subsidy, the holders of educational establishments must allocate it to the fulfillment of educational purposes; meet the requirements to receive the general subsidy; exempt priority students from all types of collection; and retain students in the establishment, with special consideration to those students with academic difficulties.
The project also incorporates the requirements to belong to the Public Registry of Pedagogical and Technical Support Entities, which the Ministry of Education restructures; considers the new regulation of the SEP in the laws in force; and establishes the budget allocation.
Finally, the transitional articles regulate the gradualness with which the provisions will take effect for holders and establishments of the subsidized sector.
