On an intense day, the Chamber of the Corporation analyzed this afternoon, in a special session, the state of the global and national climate crisis, the declaration of a state of climatic emergency by the Chamber of Deputies and the Government and the adoption of measures Facing this situation.

On behalf of the 56 applicants of the meeting, Deputy Catalina Pérez (RD) and Deputy Marcelo Díaz (PS), who agreed on the idea of ​​finding concrete solutions and formally state the state of climatic emergency, intervened in the previous time.

Deputy Perez referred to the contradictions we face as a country and called for a substantive debate on climate issues.

“We must formally declare the state of climatic emergency and build a State policy … We propose the closure of coal-fired thermoelectric plants, a reform to the Water Code, fair transition policies to protect workers and an investment plan that values the protection of the environment ”, insisted the parliamentarian.

In the same vein, Deputy Díaz remarked that “it has failed as a generation and as a State”, so it is necessary to generate public policies and set deadlines for large polluting companies.

“We want all public works to reuse the black and gray waters (…) There are a lot of projects that would help Chile to adopt policies in this area and we have not been able to build a balance with our environment (…) Every day we punish the generations that come after us ”,

Also in the general debate were the deputies Sebastián Torrealba (RN), Javier Hernández (UDI), Vlado Mirosevic (PL), Gastón Saavedra (PS), Frank Sauerbaum (RN), Ricardo Celis (PPD), Sebastián Álvarez (EVOP), Enrique Van Rysselberghe (UDI), Félix González (PEV), Pablo Prieto (IND), Virginia Troncoso (UDI), Fernando Meza (PR), Daniel Verdessi (DC), Paulina Nunez (RN).


On behalf of the Executive, Environment Minister (s), Felipe Riesco, reaffirmed the commitment of the Government of President Sebastián Piñera on climate change.

In that wording, he enumerated the objectives that Chile proposes for Cop 25 and relieved the participation that the head of state has had worldwide in terms of sustainability.

Therefore, he added that the fight against climate change must be a state policy.

“We are preparing a draft law on climate change that will be presented to this Congress during the second half of 2019, this legislation will be a reflection of our commitment to future generations,” he said.

Resolutions Approved

Before the end of the session, the Chamber approved ten resolutions that are in line with proposing to the President of the Republic the adoption of necessary measures to deal with the climate crisis.

Among the ideas, the Government is requested to present a draft framework law on climate change, declare a state of climatic emergency and update the National Adaptation Plan against climate change, in addition to the approval of a national strategy for social and ecological transformation.

In the same vein, information was requested regarding Chile’s international trade with impacts for the climate crisis, the closure of coal thermoelectric plants by 2030, the targeting of mitigation measures through afforestation and conservation, exclusively, in native forests. , the reform of the water administration regime, a fair transition policy for the slaughter areas and the signing of the Escazú Agreement.

Other points request the update of the nationally determined contribution subject to the Paris rule book, take the necessary measures to reach a matrix based on 100% renewable energy by 2040 and prioritize the processing of the project created by the Service of Biodiversity and Protected Areas.

Finally, it seeks to eliminate the legal obligation of Codelco-Chile, through the Las Ventanas foundation and refinery, to guarantee, without restriction or limitation, the treatment of small and medium-sized mining products sent by the national company of mining.
