September 12, 2019, the head of the FCS of Russia Vladimir Bulavin took part in the session “Improving customs administration. Priority electronic technologies” Moscow financial forum. In his speech, he noted that electronic technologies are now an integral part of the internal processes of the customs authorities.

Vladimir Bulavin: “We achieved good results at the current stage of digitalization of customs administration. This allows us to set quite ambitious targets for achieving a qualitatively new level.”

Currently, the FCS of Russia has finalized a draft Strategy of development of customs service of the Russian Federation until 2030. The public draft will be presented at the world customs forum, which will take place on 24-25 October 2019 in Moscow in the world trade Center. One of the key points of the document, the head of the FCS of Russia called the full translation of the processes into a digital format.

Vladimir Bulavin: “we Plan to fill our systems with artificial intelligence. To implement digital items. To teach our system to “think” on complex customs processes and solve problems associated with processing large arrays of data.”

The position of business in relation to the transformation of the customs administration expressed its Vice-President, corporate Affairs Mars in Russia Maxim Vasilevsky. He noted significant progress in this area, and stressed the need for synchronization and harmonization of existing systems of state bodies.

Maxim Vasilevsky: “For traders, the main factors in interaction with customs are simplicity, speed and efficiency. In recent years we have made considerable progress in this direction, jointly decided a number of problematic issues. With the development of technology in many services of digitalization of the systems, but the speed and readiness of the participants differs. Should all this lead to a single system in order to avoid additional queries and duplication of documents.”

The main channel of interaction of customs with other government agencies is the system of interdepartmental electronic interaction (SMEV). In 2018, the Federal customs service of Russia on channels SMEV daily sent more than 60 thousand requests, in 2019 – about 70 thousand systems of the FCS of Russia sent daily, more than 8 thousand requests (in 2019, and 8.7 million). Average speed of answer is 30 seconds.

Vladimir Bulavin: “We are working to remove barriers that hinder business. It is important to create a good control system. A necessary condition for the development of this process is the integration of our systems with the systems of other state bodies, business as well as our foreign colleagues”.

The positive experience of integration of systems and the interaction of state bodies said the Deputy Minister of Finance Ilya Trunin. He spoke about the work done by customs and tax authorities work.

Ilya Trunin: “Today has been an integration of tax and customs administration. In the long term – the construction of the traceability system. Will be created unified information system controlling the movement of goods. Currently we are working on filling the system”.

About the electronic interaction between customs services of the EAEC and the difficulties in synchronization of digital development said the Director of the Department of customs legislation and law enforcement practice, Eurasian economic Commission (EEC) Dmitry Nekrasov.

Dmitry Nekrasov: “One of the priorities in the development of customs cooperation in the Eurasian economic Union is to create a single digital space. The rate of digitalization of customs administration in the countries of the Union differs. Any changes require time and cost, and are made depending have the appropriate base level. Of course, we are committed to reducing the existing gap”.
