The meeting of the Council of Ministers of the 11th of September 2019

The Council of Ministers met at the Palace of Government in Dili, and assisted in the presentation by the Minister of State to the Presidency of the Council of Ministers, Agio Pereira, and the team of experts from DLA Piper, on the options for the sector of the civil aviation of Timor-Leste. The presentation was designed to present the policy options that are most appropriate for the short -, medium -, and long-term, which may be made available to the Government, in order to ensure the air and to avoid the isolation that is enforced by a competitive market in the industry of airlines.

The ministry of Defence, Filomeno da Paixão de Jesus, made a presentation to the Council of Ministers on the formulation of a Strategic Concept for the Military (one HUNDRED) for Timor-Leste. The creation of the new strategic concept of the military is based on current legislation and is aimed at the strengthening of the national Armed Forces and the strengthening of national security, in accordance with the evolution of the security in global, regional and local levels.

The Council of Ministers heard a presentation by the Minister for the Reform of the Legislative and Parliamentary Affairs, Fidelis Manuel Leite Magalhães, on the proposal of the Team for the Development of a Compact, Timor – Leste (the Compact Development Team in Timor-Leste, the CSD / TL) relative to the components of the program are to be submitted to the Millennium Challenge Corporation (MCC). This is specifically turned to respond to the economic challenges facing the country, as may be identified jointly by Timor-Leste and the MCC, is intended to combat poverty and to increase economic growth and its four components are as follows: the provision of clean drinking water, sanitation, and drainage

The Council of Ministers has approved the Resolution of the Government presented by the Finance Minister-in-charge, Sara Lobo Brites, relating to the definition of the composition of the Committee is to Review the Political, as well as the establishment of the Committee for the Revision of the Budget of the Capital Development Committee of the Technical Review of the Capital Development Committee and the Technical Review of the Background to the Development of Human Capital, and to assist the Committee in the Review of politics in its work, the evaluation of the strategic allocation of resources in order to meet the commitments and objectives contained in the strategic documents and to assess the feasibility of the plan for the current financial year which they relate.

The ministry of Justice of Manuel’s Counterparts on the Coast, has presented a draft Resolution of the Government, which was approved by the Council of Ministers, relating to the authorization for the acquisition of fire-arms-of-service for the staff of the forensic Science of Criminal Investigation (PCIC), the body, the top of the Criminal Police, whose mission is to assist the criminal justice agencies to develop and carry out activities for the prevention, detection, investigation, within its competence, or to be made by the competent judicial authorities, as well as to ensure that the centralization of national information about crime and the specific operational co-ordination and police co-operation and international levels.

The Council of Ministers also gave Full Powers to the Minister of Justice, to the signing of an agreement between the Ministry of Justice of Timor-Leste and Coimbra University, Portugal, for the establishment of the co-operation of academic, scientific, legal, and cultural context, in the context of the training of judges, public defenders, and licensed under the Law of Timor-Leste.

The Minister of Justice has tabled the proposal for a decision of the Council of Ministers on the amendment of the memorandum of understanding between the ministry of Justice of Timor-Leste and Portugal in the area of Justice, which was signed on the 25th of February to the end of 2016. The draft resolution was approved by the Council of Ministers to amend the criteria for the compensation payable for the contracting of technical support to the functioning of the judiciary, the rendering of advice and consultation, and capacity-building of human resources. The amendment to the memorandum of understanding will be signed by the Justice Ministers of the two countries on the 17th of September.

The Government has approved the proposal for a decision of the Council of Ministers, submitted by the Minister of State Administration and territorial organisation in a financial year, Abilio Jose Caetano, relating to the financial support of Timor-Leste’s presidential elections in Guinea-Bissau in November, 2019 at the latest. The Council of Ministers also comes up in this way to respond to a request for technical and financial support for the organization and conduct of the presidential elections, requested by the Government of Guinea-bissau, and granted a financial support in the amount of three hundred thousand dollars, and with the appointment of Thomas do Rosario Cabral, to the Special Representative of the Government, with the aim to identify obstacles in the organization and conduct of the operations of the voter registration exercise and the elections are free and fair.

The Council of Ministers has approved the proposal of the Decree Law on the Organic Law of the Ministry of Planning and Strategic Investment, the government department that is responsible for the design, coordination, and evaluation of the policy defined and approved by the Council of Ministers for the areas of the promotion of the economic and social development of the Country, through strategic planning and integrated, and the rationalization of the available financial resources, take on more responsibilities that are specific to the implementation of the Strategic Plan for Development of the project.

Finally, the government gave Full Powers to prime minister and Minister of Transport and Communications, the Joseph Augustine Smith, to the signing of the Agreements for Air Services with in the State of Qatar and the United Arab Emirates, which is in line with the Convention on International Civil Aviation, with the purpose of establishing and operating air services between and beyond their territories.
