Washington—Senator Dianne Feinstein (D-Calif.) released the following statement on the administration plan to divert $3.6 billion from 127 military construction projects to fund an unnecessary wall on the southern border:
“The decision by the administration to divert funds from military construction projects in order to build the president’s ill-conceived wall is irresponsible. Congress appropriated these funds for specific military construction projects, and that’s how the funds should be used.
“The Constitution’s Appropriations Clause gives Congress the power of the purse. By diverting these funds, the president is blatantly intruding on Congress’ authority.
“I’m particularly concerned that the Defense Department is taking $8 million away from the California Air National Guard. Those funds were intended for a C-130 simulator at Channel Islands Air Guard Station so pilots could train for disaster response.
“Congress appropriated $1.35 billion for border fencing after reaching an agreement with the president to end the government shutdown in February. He then declared a national emergency, despite no emergency existing, to circumvent Congress and redirect funds from the military and disaster victims for the wall.
“Congress shouldn’t allow the president to build his border wall on the backs of our troops. When the Senate returns next week, we should immediately pass a resolution of disapproval to block this unconstitutional action.”
